面々江御意之趣可申聞旨被仰付候 但十月ニ至り組持之面々江別段被仰出候儀ハ諸組之部ニ出之
一享保八卯七月廿七日当廿一日山中久兵衛拝知被召上蟄居被仰付候御先代ケ様之御咎書ハ寄々御家中御侍共ニも為見申候如何
可仕哉と相伺候処久兵衛へ被仰付候御書付寄々為見可申候此以後共ニ度々可相伺候品ニより其者之不調法ゟ軽キ御取扱
又ハ其咎不相究様ニ見へ候事抔ハ為御見被遊間敷候間左様可相心得旨被仰出候
一同十六亥七月十三日郡奉行仙石庄右衛門支配下川除之儀ニ付不吟味之儀有之遠慮被仰付候節御目付月番渥美新右衛門宅ニ而
同役壱人差加可申渡旨御用番修理方被申聞則栃屋半右衛門差加御書付を以庄右衛門へ申渡候同廿九日於評定所庄右衛門遠慮
御免被成候段修理方新右衛門へ被申聞即刻新右衛門宅へ庄右衛門相招右之趣申渡其節半右衛門罷出候然処庄右衛門申聞候ハ早速御免被成
下難有奉存候前々不調法有之遠慮被仰付候節ハ役筋之同役を以被仰渡儀と及承候処私儀御目付中を以被仰渡候儀
ハ別而重キ御咎と奉存候私儀ハ御取立同年之者之儀ニ候得共向後同役共不調法之品も有之節右之御取扱例ニも罷成候
而ハ対御役儀迷惑至極可存候此段致物語置候由庄右衛門申聞候ニ付半右衛門新右衛門挨拶申聞候ハ右御呵之取扱之儀御家老中御
指図之儀ニ候へハ其段挨拶難致候由申聞右之趣両人即刻修理方へ罷越申達候処修理方被申聞候ハ右ハ庄右衛門不案内故

与三左衛門方御宅へ同役三人共罷越候様被申聞罷越候処右庄右衛門申達候趣口上ニ而ハ間違も有之儀ニ候間書付為致相達候様与三左衛門
方被申聞月番海福忠左衛門宅へ庄右衛門相招同役三人ニ而右之趣申聞候処書付口上之覚致持参候ニ付与三左衛門方へ三人致持参候
右書付之趣ハ替事も無之ニ付略ス諸事留ニ有之 但庄右衛門遠慮中同役皆川平右衛門へ御用取扱被仰付御用ニ付庄右衛門宅へも参
庄右衛門へも致面談其外御用帳面類為取出候儀抔御家老中へ平右衛門伺済候由尤御用物有之候ニ付組番も其儘庄右衛門宅ニ
為相勤候由九月五日於評定所皆川平右衛門を以左之通被仰渡 但右庄右衛門へ申渡覚
其方支配下川除請負普請之儀不吟味ニ付遠慮被仰付右遠慮も御免被成候然処一旦難有御請ハ申上候得共其
節栃屋半右衛門渥美新右衛門へ申達候ハ御目付共を以被仰渡候事以後之例ニ成候而ハ仲間へ対し迷惑仕由申達候或者
仲ケ間或ハ御目付共を以被仰付事時宜ニより御先例之事ニ候無左候而も上ゟ被仰付候儀不奉憚不了簡ニ任セ即座存知

一同年十月十一日御普請奉行堀新左衛門御役御取揚閉門被仰付候節も同役今村段右衛門差加申渡候儀ハ御目付横田
十右衛門へ被仰付候 但段右衛門忌中ニ付不罷出且又御目付月番ハ渥美新右衛門ニ候得共新左衛門と身近キ縁者ニ付被差除十右衛門

面々へご意向の趣を申し聞かせるべき旨を申し付けられた ただし十月に至り組持ちの面々へ別段申し出られた儀は諸組の部に出ている
一、享保八年卯七月二十七日、当二十一日山中久兵衛の拝知を召し上げ蟄居を申し付けられた。御先代からのこのようなお咎め書は寄々御家中のお侍どもにも見せ申すがいかがすべきかと相伺ったところ、久兵衛へ申し付けられたお書付は寄々見せるべきである。この以後ともに度々相伺うべき品により、その者の不調法より軽いお取扱い又はその咎めが究明されないように見える事などは、ご覧に入れるべきではないので、そのように心得るべき旨を申し出られた
一、同十六年亥七月十三日、郡奉行仙石庄右衛門の支配下川除の儀につき不吟味の儀があり遠慮を申し付けられた節、お目付月番渥美新右衛門宅で同役一人を差し加え申し渡すべき旨をご用番修理方が申し聞かせ、則ち栃屋半右衛門を差し加えお書付をもって庄右衛門へ申し渡した。同二十九日評定所において庄右衛門の遠慮をお免しになられた段を修理方が新右衛門へ申し聞かせ、即刻新右衛門宅へ庄右衛門を相招き右の趣を申し渡した。その節半右衛門が罷り出たが、然るところ庄右衛門が申し聞かせたのは「早速お免し下され有難く存じ奉る。前々不調法があり遠慮を申し付けられた節は役筋の同役をもって申し渡される儀と承り及んだところ、私にお目付中をもって申し渡される儀は別して重いお咎めと存じ奉る。私は御取り立て同年の者の儀であるが、向後同役どもに不調法の品もある節、右のお取扱いが例にもなってしまっては、対お役儀迷惑至極存ずべし。この段物語っておく」由を庄右衛門が申し聞かせたので、半右衛門・新右衛門が挨拶申し聞かせたのは「右のお咎めの取扱いの儀はお家老中のご指図の儀であるのでその段挨拶し難い」由を申し聞かせ、右の趣を両人即刻修理方へ罷り越し申し達したところ、修理方が申し聞かせたのは「右は庄右衛門が不案内故と思われる。役筋の同役をもって申し渡されるお取扱いの儀は重い儀である。この度お目付どもをもって申し渡される儀は軽いお取扱いの趣であるので、そのように心得、重ねて庄右衛門へ挨拶申し聞かせるべき」由を申し聞かせた。然るところ追って修理方が申し聞かせたのは「右の段庄右衛門へ申し聞かせる儀は先ず差し控えるよう」申し聞かせた。八月朔日初姫様のお部屋へ罷り出た節、修理方が申し聞かせたのは「昨日庄右衛門が申し達した趣をお家老中のご列座のところで申し達すよう」申し聞かせ、則ち申し達したところ、これより酒井与三左衛門方のお宅へ同役三人とも罷り越すよう申し聞かせられ罷り越したところ、右庄右衛門が申し達した趣は口上では間違いもある儀であるので書付にして相達すよう与三左衛門方が申し聞かせ、月番海福忠左衛門宅へ庄右衛門を相招き同役三人でそれの趣を申し聞かせたところ、書付口上の覚を持参したので与三左衛門方へ三人で持参した。右書付の趣は替わった事もないので略す。諸事留にある。ただし庄右衛門遠慮中同役皆川平右衛門へご用取扱いを申し付けられ、ご用につき庄右衛門宅へも参り、庄右衛門へも面談し、その外ご用帳面類を取り出す儀などお家老中へ平右衛門が伺い済んだ由。もっともご用物があるので組番もそのまま庄右衛門宅で相勤める由。九月五日評定所において皆川平右衛門をもって左の通り申し渡された ただし右は庄右衛門への申渡し覚
その方支配下川除請負普請の儀不吟味につき遠慮を申し付けられ、右遠慮もお免しになられた。然るところ一旦有難くお請けは申し上げたが、その節栃屋半右衛門・渥美新右衛門へ申し達したのは「お目付どもをもって申し渡される事が以後の例になっては仲間に対し迷惑仕る」由申し達した。或る者に仲間或いはお目付どもをもって申し付けられる事は時宜により御先例の事である。そうでなくても上より申し付けられた儀を憚り奉らず、不了簡に任せ即座に存知を訴え申す事、お仕置きを狭し【軽んずる】申す段、重々不調法の儀ども思し召される。急度も申し付けられるべきであるが、その段お免しになりお役をお取り上げ、大御番へ入れられる。もっとも遠慮致し罷り在るべし。以上 九月九日 ただし十月五日お免し
右につき庄右衛門支配下并びに組下代ども彦坂又兵衛へ仮支配を申し付けられるので、その段申し達すべき旨をお目付へ申し渡された
一、同年十月十一日、ご普請奉行堀新左衛門のお役をお取り上げ閉門を申し付けられた節も同役今村段右衛門を差し加え申し渡す儀は、お目付横田十右衛門へ申し付けられた ただし段右衛門は忌中につき罷り出ず、且つまたお目付月番は渥美新右衛門であるが新左衛門と身近い縁者につき差し除かれ、十右衛門は松岡お目付で上席につき十右衛門へ申し付けられた趣である

1. On July 27th, Kyōhō 8 (1723), year of the rabbit, on the 21st of this month, Yamanaka Kyūbei's stipend was revoked and house arrest was ordered. When inquiring whether such punishment documents from the previous lord should be shown to retainers throughout the domain, it was ruled that the written order for Kyūbei should be shown to all. Hereafter, regarding matters requiring frequent inquiry, cases involving light punishment for misconduct or where the offense appears unclear should not be shown, and this should be understood accordingly.
1. On July 13th, Kyōhō 16 (1731), year of the boar, when District Magistrate Sengoku Shōemon was ordered self-restraint due to negligence in river maintenance under his jurisdiction, Duty Officer Shuri-no-kata directed that one colleague should be added for the announcement at Monthly Inspector Atsumi Shinemon's residence. Accordingly, Tochiua Han'emon was added and the written order was delivered to Shōemon. On the 29th of the same month, when Shōemon's self-restraint was lifted at the Council Chamber, Shuri-no-kata informed Shinemon, who immediately summoned Shōemon to his residence to deliver this news. Han'emon was also present. However, Shōemon stated: "I am grateful for the prompt pardon. Previously, when self-restraint was ordered for misconduct, I understood that announcements were made through colleagues of the same office rank. However, having announcements made through the Inspectors seems to indicate particularly severe punishment. Although I am of the same year of appointment, if this handling becomes precedent for future misconduct by colleagues, it would cause extreme inconvenience regarding official duties. I mention this matter." In response, Han'emon and Shinemon replied that since the punishment handling was directed by the Senior Councilors, they could not comment on it. Both immediately went to Shuri-no-kata to report this, whereupon Shuri-no-kata said: "This is due to Shōemon's ignorance. Announcements through colleagues of the same office rank indicate serious matters. This time, announcements through Inspectors indicate lighter treatment, so this should be understood and communicated to Shōemon again." However, Shuri-no-kata later said to postpone informing Shōemon of this matter. On August 1st, when appearing at Princess Hatsu's quarters, Shuri-no-kata directed that yesterday's report from Shōemon be presented where the Senior Councilors were assembled. After this report, all three colleagues were directed to go to Sakai Yosabei's residence. Since Shōemon's oral report might contain errors, Yosabei requested a written statement. Monthly Officer Kaifuku Tadazaemon summoned Shōemon to his residence where all three colleagues heard the matter, and since written memoranda were brought, all three took them to Yosabei. Since the written statement contained nothing unusual, details are omitted - they are in the general records. During Shōemon's self-restraint, colleague Minagawa Heiemon was appointed to handle official duties, including visiting Shōemon's residence for business, meeting with Shōemon personally, and retrieving official documents, all with Senior Councilors' approval. Since there were official matters, unit members continued their duties at Shōemon's residence. On September 5th, the following was announced through Minagawa Heiemon at the Council Chamber - memorandum for Shōemon:
"Due to negligence in contracted river maintenance construction under your jurisdiction, you were ordered self-restraint, which has now been lifted. However, while you gratefully accepted this at first, you told Tochiua Han'emon and Atsumi Shinemon that having announcements made through Inspectors would cause inconvenience to colleagues if it became precedent. Whether announcements are made through colleagues or Inspectors depends on circumstances and follows precedent. Nevertheless, showing no restraint toward orders from above, acting thoughtlessly and immediately voicing complaints, and belittling punishments constitute serious misconduct deserving strict punishment. However, this is pardoned, your office is revoked, and you are assigned to the Great Guard unit. You must remain in self-restraint. End." September 9th. Pardoned on October 5th.
Regarding this, Shōemon's subordinates and unit deputies were placed under temporary supervision of Hikosaka Matahyōe, and the Inspectors were ordered to announce this.
1. On October 11th of the same year, when Construction Magistrate Hori Shinzaemon's office was revoked and gate closure ordered, the addition of colleague Imamura Dan'emon for the announcement was entrusted to Inspector Yokota Jūemon. Dan'emon was in mourning and could not attend. Although Monthly Inspector was Atsumi Shinemon, since he was closely related to Shinzaemon, he was excluded. Jūemon, being a Matsuoka Inspector and senior, was appointed.
1. On July 21st, Tenpō 7 (1836), year of the monkey, to the Chamberlain in Edo:
"Due to improper conduct during the recent visit to Lord Kishū, Castle priest with access privileges
access privileges are suspended and the five-person stipend Hoshino Kyūmin
