They were ordered to dispatch [personnel], so Toda Shichibē and Ban Shōzaemon were sent out. 1. When there are deliberations regarding御預所 (shogunal direct territories), one inspector should attend according to the nature of the case. One foot inspector should do likewise. Mizutama 1. In the 2nd year of Kansei, year of the Dog, 11th month (1790), instructions were given to the district heads regarding the handover of persons under investigation. Although this appears in the punishment regulations section, it should be included here. 1. On the 16th day of the 2nd month of the 3rd year of Bunka, year of the Tiger (1806), there was a suspicious matter concerning Toyoda Saemon, who had previously served as deputy in the weapons department. He was summoned to the accounting office and examined by foot inspectors. Finding no discrepancies in his testimony, a memorandum was prepared and reported to the senior councillors. At that time, the foot inspectors were assigned to handle the matter respectively. However, the aforementioned testimony memorandum was ordered to be written by a scribe from Jūdayū's group, and the foot inspectors read it aloud to Saemon. When the aforementioned Saemon was to be confined to the detention house in Daiku-machi, it was conveyed to Nara Tarōemon that his subordinates should report respectively, and that four palanquin bearers should report immediately to the rotating village headman. Of course, two group members were sent as lookouts. Also, when Saemon was handed over to the town office, his personal effects, side sword, etc. were recorded in writing and handed to the town group official. 1. On the 16th day of the 8th month of the 4th year of Shōtoku, year of the Horse (1714), regarding the imperial edict matter that came from Kyoto to the metalworkers of Gobuichi village, there are continuous records of deliberations. On the 5th day of the 8th month of the 5th year of Shōtoku, year of the Sheep (1715), the metalworkers went to Kyoto, received the imperial edict this time, returned, and today the senior councillors examined it. All records of this case are continuously recorded in the council records. 1. On the 6th day of the 2nd month of the 11th year of Kyōhō, year of the Horse (1726), regarding the examination of Kondō Jingobē, a contract deputy under magistrate Yana Hachizaemon, he was confined to the accounting office quarters and seals were affixed to his household goods. However, since his father Kondō Hanzaemon, a lower guard of the rice storehouse, lived with him, and father and son had been living together from before, seals were affixed to both father and son's various tools, with sorting to be done later. This was reported to the senior councillors, and seals were affixed to both father and son's tools. Therefore, Hanzaemon was ordered to observe restraint. ○ On the same 21st day, magistrates and inspectors attended the aforementioned examination, but the monthly duty officer should attend when official duties permit. ○ On the same 25th day, the same deputy Ueno Toyoemon was also examined. However, since Ueno Jizaemon, deputy to Yoshiike Kakuzaemon, was Toyoemon's brother and lived with him, according to regulations, seals were affixed to both men's various tools, and Toyoemon's various tools were entrusted to Jizaemon. 1. On the 15th day of the 12th month of the 15th year of Kyōhō, year of the Dog (1730), there was a misconduct matter regarding Kawase Banshichi of senior attendant Moro Taemon's group concerning rice stipend certificates. The senior councillors instructed the inspectors that Taemon should conduct the examination. Taemon conducted multiple examinations and submitted several written testimonies, but with no changes occurring repeatedly, Taemon found it troublesome and requested through his colleague Ihara Jōsuke that the authorities conduct the examination. On the same 25th day, it was ordered that the examination be conducted at town magistrate Ōmiya Hikoemon's place with one magistrate and one inspector each attending. Accordingly, it was handled after inquiring whether Banshichi should have his topknot half-shaved according to precedent and be handed over to Hikoemon's place with Taemon's group members accompanying him. 1. On the 26th day of the 12th month of the 17th year, year of the Rat (1732) To senior ashigaru commander Oguri Kuemon: Since there was a theft at Ōta Saburōbē's place, his retainer Kansuke and townsman Gonbē were suspicious, so a request was made on the 14th day of the 11th month for official investigation and deliberation, and there are continuous records of this matter. Since the request was made previously, deliberation was ordered and torture was applied multiple times, but they claimed not to know about the stolen goods. However, Kansuke was ordered not to appear within three or four ri of the castle town, as conveyed to Ōmiya Hikoemon. Gonbē was ordered to be released from prison as there were no particular issues at present. Regarding this, since Saburōbē had requested official action on a matter without evidence, and such strong deliberation was ordered, both the inadequate investigation and the rash, incompetent handling were considered regrettable, and it was announced that this should be conveyed to Saburōbē. Regarding this, when asked about Saburōbē's restraint, the private instruction was conveyed to Kuemon that he need not impose self-restraint but should remain in reserve. However, since there was no official reprimand in the aforementioned announcement, and regarding Kansuke's matter, there was no choice about the inadequate investigation and incompetence, Saburōbē said he would not request restraint. Although Kuemon handled this matter repeatedly, [Saburōbē] would not agree, and when this was reported to the senior councillors, since Saburōbē's conduct was extremely unreasonable, he was told to request restraint as it was Nuinodono's instruction, so he requested restraint. Furthermore, the detailed records of Kuemon's reports to the inspectors exist. Regarding this investigation, two foot inspectors were assigned, but on the 26th day, they were relieved after consulting with the senior councillors. However, on the 18th day of the 1st month of the following year of the Ox, Saburōbē was stripped of his official position and ordered to observe restraint while joining the ōban guard unit. 1. On the 11th day of the 2nd month of the 10th year of Bunsei, year of the Boar (1827), there was a suspicious matter concerning a person named Tada Kichibē of Katō Buemon's group. It was conveyed to Buemon that group officials should accompany him to the accounting office, and that Buemon should also report to the same place. On the same day, after the council meeting at half past nine, Kichibē was summoned and the suspicious matter was examined by foot inspectors and group officials, whereupon he submitted a written testimony, which was reported to the senior councillors. However, when it was announced that Kichibē should be confined to the detention house, this was conveyed to Buemon, and town magistrate agents were dispatched to handle the matter through foot inspectors. At that time, two group members were sent. However, during the aforementioned examination, all colleagues remained, and all scribes except the monthly duty officer were summoned to write testimonies and read them aloud. On the same 13th day, Kichibē's stipend was revoked and he was imprisoned. [Red notation in upper left] A
