　　　但本人留守之儀ニも候へハ御取扱ハ伺遠慮之通通路人願申上罷越候節最初一度断通路相仕廻候而
　　　一度断都合両度之断ニ而相済病用ニ而医師呼候節ハ御定之通
　一右同様ニ而御国表留守家内之者兼而江戸留守中親類又ハ間柄之者へ預ケ置候節ハ御咎之者家内之儀ハ

ような具合になり、右につきこれまでは全て御飛脚が着いて江戸表より御免の儀を申し来るまでは相慎み罷り在ることに候えども、この度はこの表より江戸表へ申し参り、遠慮七日にて御免被成候筈に候事故、御家老中より御目付へ御内許有り、御飛脚着いて江戸表より申し来る、留守遠慮の日より八日目に御中老同役永見主殿へ、孫右衛門留守慎みの儀今日より及ばざるその儀、潜り戸開け申すべく、もっとも通路に及ばず、右の段留守へ申し聞かせるべき旨御家老中申し聞かせ、右の趣き主殿取り計らい有りこれ候事

　　江戸詰めの侍中不調法有りこれ、伺いの上遠慮仰せ付けられ候節、この表留守家中の者承知候上は、諸事相慎み罷り在り候儀は勿論の事に候えども、門を鎖し遠慮致すには及ばず候事
　　ただし不調法の筋により上より遠慮等仰せ付けられ候節は、この表留守家内の者にも江戸表同様に相心得申すべき事

一 享和元酉八月二十日、御坊主庭瀬松益江戸表にて押込み仰せ付けられ候につき、御留守家内の者相慎み候様申し渡し
　右通路、山田次郎太夫組黒田門蔵願いの上通路申し付け候趣、御奉行申し聞かせ候事

一 寛政二戌二月九日、江戸表にて御小姓下山惣三郎・横山三之丞・溝口兵三郎遠慮仰せ付けられ、同十七日御国表御小姓支配磯野多宮申し聞かせ候は、親類の者通路の儀相願い申したき旨申し聞かせ候、願いのため差し出し申すべきや、御法通りも有るべきこれ、指図に及び兼ね候趣問い合わせ申し聞かせ候につき、月番佐野主水吟味を遂げ候処、右等の旧例無きこれにつき、御用番笹治一学方へ相伺い候処、御評議の上左の通り御規定に相成り候

　一 江戸表にて遠慮仰せ付けられる者有りこれ節、御国表にて留守家内の者の儀は、本人居り候通り門等締め急度相慎み罷り在るべき筈、親類または間柄の者通路の儀相願い候えば通路仰せ付けらるべき筈
　　　ただし本人留守の儀にも候えば、御取扱いは伺い遠慮の通り、通路人願い申し上げ罷り越し候節、最初一度断り、通路相仕舞い候にて一度断り都合両度の断りにて相済み、病用にて医師呼び候節は御定の通り

　一 右同様にて御国表留守家内の者兼ねて江戸留守中親類または間柄の者へ預け置き候節は、御咎の者家内の儀は外に居り候とも急度相慎み罷り在るべき筈、預かり候者万端世話等致し遣わすべき儀につき、分けて通路相願い候に及ばず、もっとも御咎の者の家内相煩い医師等相願い候儀は預かり人相願い申すべき事　ただし医師取扱いの儀は御定の通り

This became the practice, and whereas until now we waited until express messengers arrived and notification came from Edo regarding pardons before ending restraint, in this case we sent notification from here to Edo. Since the restraint was supposed to last seven days before pardon, the senior councilors gave internal permission to the inspectors. When the express messenger arrived with notification from Edo, on the eighth day from the start of home restraint, [they told] Senior Councilor colleague Nagami Tonomo that regarding Magoemon's home restraint, from today such measures were no longer necessary, the side gate should be opened, and passage was not required. The senior councilors instructed that this should be communicated to his residence, and Tonomo made these arrangements.

△1 On the 20th day of the 5th month of Bunsei 11th year (Year of the Rat), the senior councilors instructed monthly duty officer Nakamura Tarozaemon to communicate the following to each respective party, and this was gradually communicated:
　　When samurai stationed in Edo commit misconduct and are ordered to practice restraint after inquiry, once those at their home residences here are aware, they should naturally practice restraint in all matters, but it is not necessary to lock the gates in restraint.
　　However, when restraint is ordered from above due to serious misconduct, those at the home residence here should conduct themselves in the same manner as at Edo.

1 On the 20th day of the 8th month of Kyowa 1st year (Year of the Rooster), monk Niwase Matsumasu was ordered to house confinement at Edo, and instructions were given for those at his home residence to practice restraint.
　Regarding passage, upon the request of Kuroda Monzo of Yamada Jirotayu's unit, passage was granted, as reported by the magistrate.

1 On the 9th day of the 2nd month of Kansei 2nd year (Year of the Dog), pages Shimoyama Sosaburo, Yokoyama Sannojo, and Mizoguchi Heisaburo were ordered to practice restraint at Edo. On the 17th, page supervisor Isono Tamiya at the domain reported that relatives wished to request passage, asking whether petitions should be submitted and noting that there may be established procedures, but guidance was difficult as he was unsure. Monthly duty officer Sano Monto conducted an investigation, and finding no precedent for such cases, he consulted with duty officer Sasaji Ichigaku. After deliberation, the following regulations were established:

　　　Memorandum

　1 When someone is ordered to practice restraint at Edo, those at their home residence in the domain should close the gates and practice strict restraint as if the person were present. When relatives or close associates request passage, passage should be granted.
　　　However, since the person is absent from home, the handling should follow the same procedures as inquired restraint. When passage persons request permission to visit, they should announce themselves once initially, conduct their business, then announce their departure once, for a total of two announcements. When calling physicians for illness, follow established procedures.

　1 Similarly, when those at domain residences are entrusted to relatives or close associates during absence in Edo, even though the families of those under punishment reside elsewhere, they should practice strict restraint. Since those entrusted with care handle all affairs, separate requests for passage are unnecessary. However, when families of those under punishment fall ill and physicians are needed, the guardians should make the request. Medical treatment should follow established procedures.

Regarding the home restraint of Ichizaemon and Jubee, since there have been confusing matters until now, after deliberation as follows and consultation with the senior councilors, this was decided:

　1 When inquiry-restraint is ordered at Edo and there are questions about home restraint procedures here, should we respond that regarding absence, everything should be conducted as if restraint were ordered here at the domain?
