How joyful still — the thousand-year radiance of Luoyang (Kyoto);
Auspicious mists and propitious airs fill the view, and all is prosperous.
Beneath the shadow of Sanjō Bridge, wandering fish gather;
At the crossroads, warhorses prance and rear.
The wind comes from Mount Tō, blowing past the sleeves of travelers;
The clouds cross Mount Hiei, trailing long like the cords of noble robes.
Upon the ramparts of the gold-and-water-girt citadel, kite-tail ridge ornaments stand tall;
Along the nine great avenues, the light does not fade — the *hippō* birds are chased away.
