御政事之儀
御代々之 思召者勿論
之儀取分享保寛政之
御趣意￣ニ不違根
思召候付何も厚心得可
相勤旨
老中申渡候趣
寛政之儀御初政之砌向々
心得方之儀￣ニ付厚き
上意有之候旨其節達置候者
一統相弁居可申儀￣ニ候処秊月
押移り場取々￣ニ古く相勤候もの
も残少ニ成り候より自然
御趣意取失候歟前々御規定
之心付薄く当座之御用便

上意の趣
御政事の儀について、
御代々の思し召しは勿論の
ことであるが、特に享保・寛政の
御趣意に違わぬよう根本から
思し召され候につき、何れも厚く心得て
相勤むべき旨
老中申し渡し候趣
寛政の儀は御初政の砌、向々の
心得方の儀について厚き
上意これ有り候旨、その節達し置き候ものは
一統相弁え居るべき儀に候ところ、年月が
推し移り、場所取々において古くより相勤め候者
も残り少なくなり候より、自然
御趣意を取り失い候か、前々の御規定の
心付き薄く、当座の御用便
英語訳
The purport of the sovereign's will:
Regarding governmental affairs,
the intentions of successive generations are naturally
to be followed, but particularly the
intentions of the Kyōhō and Kansei [eras] should not be
violated from their very foundations,
therefore all should deeply understand and
carry out their duties accordingly.
The purport of what the Council of Elders conveyed:
Regarding the Kansei [reforms], at the time of the initial governance, concerning
the proper understanding of various sectors,
there was a profound sovereign decree, and those who were
informed at that time should all
uniformly understand these matters. However, as years and months have
passed, and in various places those who have long
served have become few in number,
the sovereign's intentions may naturally have been
lost, and attention to previous regulations has grown
thin, with focus on immediate conveniences
