寛政之儀御初政之砌向々
心得方之儀￣ニ付厚き
上意有之候旨其節達置候者

如何之儀ニ 思召候自今以後
御代々様被 仰出候儀ハ勿論
分句者享保寛政之御政事向ニ
相渡し候様との御儀ニ付仮合
御沙汰之儀ニ而も御規定ニ触
候歟或者筋合之穏ならさる
儀者不差扣申上候様ニとの
御沙汰ニ付誠ニ難有心悦之
御事ニ候乍然是迄何茂被成
行届
御安心不被遊候御儀ゟ深く
心入候事ニ候右之

の専務と心得る様な成り行きの者は
いかがなものかと思し召され候。今後
御代々様が仰せ出され候儀は勿論のこと、
分けても享保・寛政の御政事向に
相違し候様との御儀につき、仮にも
御沙汰の儀であっても御規定に触れ
候か、或いは筋合いの穏やかならざる
儀は遠慮なく申し上げ候様にとの
御沙汰につき、誠に有り難く心悦の
御事に候。しかしながら、これまで何れも成し
行き届かず、
御安心遊ばされ候わぬ御儀より深く

those who have come to understand [their duties] as merely routine matters—
what are we to make of this? It is the sovereign's will that henceforth
the matters decreed by successive generations are naturally to be followed,
but particularly [we must ensure] that governmental affairs do not
deviate from those of the Kyōhō and Kansei [eras]. Therefore, even if
a decree is provisional, should it conflict with
established regulations, or should there be matters
of improper conduct, [officials] should not hesitate to report such things—
this decree is truly worthy of gratitude and brings joy to
our hearts. However, until now nothing has been
carried out thoroughly,
and because His Lordship has not been able to rest at ease, we must take this deeply
