神州之大患国家之安危ニ係り誠ニ不容易
奉始
神宮 御代々え被為対恐多被 思召
東照宮之良法を変革之儀ハ闔国人心之帰
向ニも相拘り永世安全難量深被悩
叡慮候尤往年下田開港之条約不容易之上
今度仮条約之趣にてハ
御国成難立被思召且諸臣群議も今度之条
々
御国体ニ拘り後患難測之由言上候猶三家

叡慮候、もっとも往年下田開港の条約容易ならざる上
今度仮条約の趣にては

Regarding the Black Ships
This great affliction of the Divine Land concerns the safety and danger of the nation, truly not a trivial matter
Beginning with reverence to
the Grand Shrine and successive reigns, it is most fearful to contemplate
The matter of changing the good laws of Toshogu [Tokugawa Ieyasu] also
relates to the direction of the hearts of all people in the realm, making eternal peace difficult to measure, causing deep anguish
to the Imperial will. Moreover, the treaty for opening Shimoda port in past years was already serious, and
with the current provisional treaty's provisions
it is thought that the nation cannot stand, and furthermore the various retainers in their collective discussions regarding the current articles
state that they concern the national polity and future troubles are immeasurable, and moreover the Three Houses
