右昨日為御指図罷在候處於芙蓉之間井伊掃部
頭御老中列座久世大和守出会壱通相渡候写
亜墨利加条約之次第
朝廷え御伺相成候處深く被為悩
叡慮候御次第被 仰【見せ消ち「出」】進候段御尤之御儀ニ
ニ【衍字】付再応御尋ニ相成諸大名存意書も揃候
間其上得と御勘考之上御決定可被遊
思召ニ而精々御指急キ被為在候折柄今度
魯亜両国之船渡来申立候趣ハ英仏之軍艦
近々渡来可致尤清国は十分打勝其勢ニ乗
し押懸候事ニ候応接方甚面倒ニ可相成旨
御安思申上候併仮条約之通御承知ニ相成
御調印も相済候ハヽ英仏えハいり様ニも
申諭し御迷惑ニ相成不申様取計可申旨亜
墨利加使節申上候ニ付御勘弁被遊候處如

右の者ども、昨日御指図のため罷り在り候ところ、芙蓉の間において井伊掃部頭・御老中列座、久世大和守出会い、一通相渡し候写し
アメリカ条約の次第
朝廷へ御伺い相成り候ところ、深く悩まれ
叡慮の次第を仰せ進め候段、御尤もの御儀に
付き、再度御尋ねに相成り、諸大名存意書も揃い候
間、その上でよく御勘考の上、御決定遊ばされる
思召しで、精々御指急ぎでいらっしゃる折から、今度
ロシア・アメリカ両国の船渡来申し立て候趣は、イギリス・フランスの軍艦
近々渡来致すべく、もっとも清国は十分に打ち勝ち、その勢いに乗
じ押し懸かり候事に候。応接方甚だ面倒に相成るべき旨
御安心申し上げ候。しかしながら仮条約の通り御承知に相成り
御調印も相済み候はば、イギリス・フランスへは良いように
申し諭し、御迷惑に相成り申さぬよう取り計らい申すべき旨、ア

Regarding the American Treaty
When inquiry was made to the Imperial Court, His Majesty was deeply troubled
The circumstances of the Imperial will having been reported, this being most reasonable
A second inquiry was made, and opinion papers from various daimyo have been collected
Therefore, after careful consideration based on these, a decision shall be made
With this intention, while urgently pressing forward, at this time
Russian and American ships have arrived stating that British and French warships
will arrive soon, and moreover China has been thoroughly defeated, and riding on this momentum
they are pressing forward. The reception procedures will become extremely troublesome
We respectfully reassure you. However, if you agree to the provisional treaty as written
and the signing is completed, we can persuade Britain and France appropriately
and arrange matters so as not to cause you trouble, thus
the American envoy stated, and upon your consideration, as
