何程御迷惑ニ相成候共
朝廷え御申上済ニ相成不申候而ハ御取計
難被遊度儀乍去忽兵端ヲ開キ 万一清国之
覆轍ニ踏候様之儀出来候而ハ不容易御儀
ニ付井上信濃守岩瀬肥後守於神奈川調印
いたし使節へ相渡誠ニ無御據御場合ニ付
右様之御取計ニハ相成候へ共
朝廷ニ而御配慮之段は誠以御尤之御儀ニ
付此後之御取締方沼海之御手当等御充実
ニ相成被為安
叡慮候様可被遊
思召申上候此度之一条不取敢宿継奉書ヲ
以京都え被 御進委細之儀ハ追々被 仰
遣候事ニ候此後之御所置ニ付御考意も有
之候ハヽ無御腹臓可被仰達事

いかほど御迷惑におなりになろうとも
朝廷へ御申し上げが済みにならなくては御取り計らい
なし難くあそばされる儀。しかしながら、にわかに兵端を開き、万一清国の
覆轍を踏むような儀が出来してはならざる御儀
につき、井上信濃守・岩瀬肥後守が神奈川において調印
いたし、使節へ相渡し、誠に御拠りどころなき御場合につき
右様の御取り計らいには相成り候えども
朝廷においてご配慮の段は誠にもっともの御儀に
つき、この後の御取り締まり方、沿海の御手当て等御充実に
相成り、安んじられる
叡慮候うよう遊ばされるべし
思召し申し上げ候。この度の一条、取り敢えず宿継ぎ奉書を
以て京都へ御進めあそばされ、委細の儀は追々仰せ
遣わされ候事に候。この後の御処置につき御考えもござ
り候はば、御腹蔵なく仰せ達しあそばされるべき事

However much trouble this may cause,
without completing the report to the Imperial Court, it would be difficult to take measures.
However, suddenly opening hostilities and, by any chance, following in the
disastrous footsteps of Qing China would be an intolerable matter.
Therefore, Inoue Shinano-no-kami and Iwase Higo-no-kami signed at Kanagawa
and handed it over to the envoy. Given the truly unavoidable circumstances,
such measures were taken, but
the Imperial Court's concerns are indeed most reasonable,
so hereafter the control measures and coastal defenses should be fully
strengthened to put the
Imperial mind at ease.
This is respectfully submitted. Regarding this matter, an urgent relay message
was sent to Kyoto, and detailed matters will be
communicated gradually. Should there be any thoughts regarding
future measures, they should be communicated without reserve.
On the 23rd day, Rōjū Hotta-sama was relieved of his duties, Ōta Jijū Dōjun-sama
resumed his position as Rōjū, Matsudaira Izumi-no-kami-sama, Kuze Yamato-no-kami-sama, and
Naitō Kii-no-kami-sama as Nishi-no-maru Rōjū, Wakisaka Nakatsukasa-no-taifu-sama and Manabe
Shimōsa-no-kami-sama as Wakadoshiyori, Honda Etchū-no-kami-sama and Endō Tajima-no-kami
