たし度族も有之欤ニ相聞候處君臣之情尤ニ

両君様ニも御配慮被遊候条当主ハ勿論子弟
等心得違無之様支配々末々迄可被相達事

習ニ相成当今江水運ニも正奸之名目ニ而往
復いたし或ハ平常参会談合ニも正邪之差別
を付候所御家中之勿論軽御奉公人寺社人郷
町下々ニ至る迄党派別れ居候而ハ行末如何
と御配慮被遊候間以来名目を唱候儀は相止
候様ニと御沙汰ニ候条
尊慮之趣相守
思召ニ触れ不申候様各立場にて厚相心得支
配々末々迄行届候様取扱可申旨

現代語訳
たしたい者もいるかと聞いているところ、君臣の情としてはもっともな
ことではあるが、この度は何重にも御国を静謐にしなくては
第一御為にならない。
両君様にも御配慮されている条、当主はもちろん子弟
等心得違いのないよう、支配々末々まで相達すべきこと
口達の覚
甲辰の御国難以来、相互にあれこれと名目を付ける儀が風
習になり、当今江戸への水運にも正奸の名目にて往
復し、或いは平常の参会談合にも正邪の差別
を付けるところ、御家中はもちろん軽御奉公人寺社人郷
町下々に至るまで党派に別れているのでは行末いかが
と御配慮されている間、以来名目を唱える儀は相止め
るようにとの御沙汰である条
尊慮の趣を相守り
思召しに触れ申さないよう各立場にて厚く相心得、支
配々末々まで行き届くよう取り扱うべき旨

There are those who wish to do so, and while the feelings between lord and retainer are
quite natural, this time it is essential that the domain be kept peaceful above all else,
as this is the first priority for His Lordship's benefit.
Both lords are also giving this matter consideration, so the head of house as well as his sons and disciples
should be informed down to the lowest levels of administration to ensure there are no misunderstandings.
Memorandum of oral instruction
Since the domain crisis of Kinoe-tatsu year, it has become customary to attach various factional
labels to each other, and nowadays even water transport to Edo is conducted under the names of "loyal" and "traitorous,"
and even ordinary meetings and consultations are divided by distinctions of "right" and "wrong."
Not only the retainer families but also minor officials, temple and shrine personnel, and townspeople
down to the common people have split into factions, which raises concerns about the future.
Therefore, the order has been given to cease using such factional labels.
Guard the intent of His Lordship's consideration,
and ensure that each person in their position takes great care not to displease His Lordship's wishes,
and handle matters so that this reaches down to all levels of administration.
