申上候後震止不申今以折々震動致シ昼夜十四五度宛対シ

地震再届
先月晦日に届け申し上げました私の代官所・当分預所である信濃国高井郡水内郡の村々の件につきまして、先月二十四日夜の大地震異変の始末を届け申し上げました後も、震動が止まず、今でも折々震動いたし、昼夜十四、五度ずつということはございませんが、少しずつ震え、もっとも間には強いこともございます。そのため村々は恐怖し、跡始末はもちろん農業への心構えもなく、周章して騒いでおります。安心させるよう、私並びに手付・手代ども回村して、精々説得申し聞かせ、耕作に手遅れとならないよう致すつもりです。
また先月二十七日、真田信濃守の家来から掛け合いがありましたのは、この地震で北国往還丹波島宿の渡船場から凡そ二里半程川上の、同人領分山平林村地内字虚空蔵山の凡そ二十町程のところで山抜け崩れが起こり、犀川へ押し出して埋め立て、川中を締め切ったため、流水を止めて水が溜まり、当時川上の平地へ水が開いております。しかし溜まった水が切れれば、自然と押し埋めた締切場所が水力で押し崩れ、その節どのような洪水になるか気遣わしく、支配所の千曲川縁の村々に心得置くよう申し越しておいた件もございます。
そのため当時千曲川は平水より七、八尺減水しており、この川筋の村々が心配して山添いの高場へ立ち退いて悲嘆しております。切り開けばどうなるか、数日溜まった水を一時に押し流せば、また水災の異変も起こりかねないと、殊の外人心が穏やかでなく心配いたしております。

Second Report on the Earthquake
Regarding the villages in Takai and Minochi counties of Shinano Province under my jurisdiction as deputy administrator and temporary custodian, for which I submitted a report at the end of last month: After reporting on the circumstances of the great earthquake disaster that occurred on the night of the 24th of last month, the tremors have not ceased, and even now occasional tremors continue. While it is not fourteen or fifteen times day and night, there are gradual shakings, and sometimes strong ones occur. Therefore, the villages are in fear, and not only are they unable to clean up the aftermath, but they have no mind for agriculture and are in confusion and panic. To reassure them, I and my assistants and clerks are making rounds of the villages, doing our utmost to persuade and inform them so that agricultural work will not be delayed.
Furthermore, on the 27th of last month, there was a consultation from a retainer of Sanada Shinano-no-kami regarding this earthquake: At the Kokuzōzan area, approximately twenty chō upstream from the Tanbajima post town ferry crossing on the Hokurikudō highway, about two and a half ri away, in the Hirahayashi village territory under his domain, a landslide occurred and debris flowed into the Sai River, filling it up and blocking the river channel. This has stopped the water flow and created a dam, with water currently flooding the upstream flatlands. However, if this accumulated water breaks through, the blockage site will naturally be washed away by water pressure, and we are concerned about what kind of flood might occur at that time. There was also a matter of notifying the villages along the Chikuma River in my administrative territory to be prepared.
As a result, the Chikuma River is currently seven to eight shaku below normal water level, and the villages along this river are worried and have evacuated to higher ground in the mountains, living in distress. If the blockage is opened, we don't know what will happen, and if several days' worth of accumulated water is suddenly released, another water disaster may occur, causing extraordinary public unrest and anxiety.
