崩及大破或ハ床違ニ相成候場所も水乗不申用水
絶々ニ相成候村々多く有之谷川等之分大石土砂押出シ
震埋所々欠落及大破水行を塞平一面ニ泥水
押落潰家之儀何れも家並平押ニ潰桁梁矧目
臍木等其外建具之類折砕家財諸道具等ハ悉
打毀銘々貯置候厨中ニは土砂利押埋り候分も
有之最初見廻り候頃ハ村々とも小名ハ勿論村役人迄
本心取失ひ更ニ跡取片附之心得も無之銘々潰家前ニ
家内一同曾而雨露之手当も不致只々途方ニ
暮レ忙然と致居私ヲ見受狼狽頻落涙止り
かたく悶絶致シ尋候答も出来兼打臥居小前老若男
女共泣叫居怪我人共ハ夥敷倒苦痛罷在有様
難申上尽不便至極歎嗟仕何れも村々同様之次第
ニ而差当り夫食之備有之者共も潰家之下ニ在之殊ニ泥
水を冠り容易ニ取出候儀出来兼小前等々ニ至り夫食
手当無之者共将又呑水ハ用水ヲ用来候処泥水交りニ
相成及飢餲候処自他村々一般最寄難助合候方も
有之間当時救方夫食之手当相成候丈ハ致遣シ候へ共百ケ村
余之儀惣躰救方迄私之自力ニ届兼身元ケ成之

現代語訳
崩れて大破し、あるいは基礎がずれてしまった場所も、水が流れず用水が絶え絶えになってしまった村々が多くあります。谷川等では大石や土砂が押し出し、地震により埋まったり所々で欠け落ちたり大破して水の流れを塞ぎ、平地一面に泥水が押し流されました。
潰れた家については、いずれも家並みが平らに押し潰され、桁や梁の継ぎ目、臍木等その他建具の類いは折れ砕け、家財や諸道具等はことごとく打ち壊され、各々が貯蔵していた厨の中には土砂が押し込まれ埋まってしまった分もあります。
最初に見回った頃は、村々とも小名はもちろん村役人まで正気を失い、全く後始末や片付けの心得もなく、各々潰れた家の前で家内一同、全く雨露をしのぐ手当もしないまま、ただただ途方に暮れ、呆然としておりました。私を見ると狼狈して頻りに落涙し、泣き止まず悶絶し、尋ねても答えもできず打ち臥しており、小前の老若男女共は泣き叫んでおり、怪我人たちは大変な数で倒れ苦痛に苦しんでいる有様は、申し上げ尽くせず、不憫の至極で嘆息いたしました。
いずれも村々同様の次第で、差し当たり日々の食事の備えがある者たちも、潰れた家の下にあり、殊に泥水を被って容易に取り出すことができず、小前等に至っては日々の食事の手当がない者たちや、また飲み水は用水を用いてきたところ泥水混じりとなり、飢えと渇きに及んでいるところです。自他の村々一般に、最寄りでも助け合うことができる方もある中、当時救済方法として日々の食事の手当ができる分だけは実施しておりますが、百ヶ村余りのことで、全体の救済方法まで私の自力では届きかね、身元がしっかりした者たちといっても潰れた家の災難に遭ったことで、特に助け合うこともできず

Many villages have experienced collapses and major damage, or foundation displacement, resulting in no water flow and irrigation systems becoming intermittent. In valleys and streams, large stones and earth and sand have been pushed out, buried by the earthquake, collapsing and severely damaging various locations, blocking water flow, and muddy water has swept across the entire flat areas.
Regarding the collapsed houses, all house rows were flattened by crushing, with joints of girders and beams, center posts, and other structural elements and fixtures broken and shattered, and household goods and various tools completely destroyed. In the kitchens where people had stored provisions, some areas were also buried under earth and sand that had been pushed in.
When I first made my rounds, in all villages, not only the small landowners but even the village officials had lost their composure, having no knowledge whatsoever of cleanup or restoration, with each family sitting in front of their collapsed homes, making no provisions whatsoever for shelter from rain and dew, simply at a complete loss and in a daze. When they saw me, they became agitated and wept profusely, unable to stop crying and becoming distraught, unable to answer when questioned, lying prostrate. The elderly and young, men and women of the small landowner class were crying and wailing, and the injured were in great numbers, collapsed and suffering in pain—a situation impossible to fully describe, extremely pitiful, causing me to sigh with grief.
All villages were in similar circumstances. Even those who had provisions for daily meals readily available found them under collapsed houses, particularly covered with muddy water and difficult to extract. As for the small landowners and others who had no provisions for daily meals, and also for drinking water which they had been using from irrigation channels that had become mixed with muddy water, they were suffering from hunger and thirst. While some neighboring villages could generally help each other, I have been implementing relief measures for daily meal provisions as much as possible at present, but with over a hundred villages involved, my personal resources cannot reach the point of providing overall relief measures. Even those who were financially stable have encountered the disaster of collapsed houses and cannot particularly help each other.
