およそ二里半ほど川上の真田信濃守領分平林村地内字虚空蔵山で、およそ二十町ほどの山が崩落し、犀川に押し出して埋まり、川の流れを堰き止めたため、流水が堰き留められて水が溜まり、現在川上の平地に水が冠水している。しかし、この堰き止めが決壊すれば、自然と押し埋められた堰き止め箇所が水力によって押し崩され、その時どのような洪水になるか心配である。 支配所の千曲川沿いの村々が申し越すには、信濃守の家来から掛け合いがあり、そのため現在千曲川は平水より七、八尺減水している。川筋の村々は心配して山添いの高い場所に立ち退いており、堰が切れ開けばどうなることか、また水災の異変が起こるのではないかと、格別に人心が不穏で心配している次第である。 前述のように申し上げた災害で困窮に陥った次第をよくご賢察いただき、復旧方法並びに自普請の用水路大破につき、金二千五百両を書面記載の村々へ拝借を仰せ付けていただきたく、そうでなければとても復旧の筋道はなく、万一この上困窮につき、また心得違いの人心が立つようになれば、恐れ入って深く心配する次第である。 ところで、支配村々の者どもについては、昨年来同国他の支配所にはない御国恩を定めて増米上納を願い出た誠心の折、民どもが穴居して退転したことは嘆かわしく存じている。御仁恵のお沙汰をもって永年賦拝借を成し下されるよう仕りたく存じている。そうすれば、この拝借金高を村に応じて割賦で貸し渡し

About two and a half ri upstream, in the territory of Sanada Shinano-no-kami at Hirabayashi Village, in the area called Kokūzō-san, a mountain section of approximately twenty chō collapsed and was pushed out into the Sai River, burying it and blocking the river flow. This has dammed up the flowing water, creating a reservoir that is currently flooding the flatlands upstream. However, if this dam breaks, the naturally buried dam site will be washed away by water pressure, and we worry about what kind of flood this might cause. The villages along the Chikuma River under my jurisdiction report that there has been communication from Shinano-no-kami's retainers, and as a result, the Chikuma River is currently seven to eight shaku lower than normal water levels.
