下町ハ同様潰候上悉く焼失仕領分村々多分
潰家出火有之山崩数多ニ而泥冠りニ相成り候村々
も有之田畑多分之永荒ニ可相成就中用水
樋堰数百ケ所大破ニ相成普請仕候とも中々用
立可申哉も難計場所も多く乍併是等之儀ハ手途遠之
村々も有之故巨細之儀ハ追而可申上候且十三日夜千曲川
俄ニ出水定水ゟ壱丈三尺相増川添村々水押多分之水
損ニ可在之前書之変事ニ而死亡之者夥敷在之右ニ付
早速普請并家中扶食在町扶食領分窮民
救方等申付度奉存候処私勝手向近年打続違作損毛
多其上一昨巳年青山辺ゟ出火ニ而下屋敷不残武器
蔵等も類焼仕甚以難渋之仕合ニ御座候処前書之

並びに長屋、厩、用会所、籾蔵等大方が潰れ、所々で出火し、城下町は同様に潰れた上に悉く焼失いたし、領分の村々でも多分に潰れた家から出火があり、山崩れが数多くあって泥に冠った状態となった村々もあり、田畑の多分が永久荒廃地となる見込みです。就中、用水の樋や堰が数百ヶ所大破となり、普請をいたしましても中々役に立つかどうかも計り難い場所も多く、しかしながらこれ等の事は手途遠い村々もございますので、詳細については追って申し上げます。また十三日夜に千曲川が俄かに出水し、定水より一丈三尺増水し、川添いの村々に水が押し寄せ、多分の水害となった模様です。前書きの変事により死亡者が夥しくおります。右につき早速普請並びに家中扶食、在町扶食、領分窮民救済方等を申し付けたく存じますところ、私の勝手向きは近年打ち続く違作損毛が多く、その上一昨巳年に青山辺りからの出火により下屋敷が残らず、武器蔵等も類焼いたし、甚だ以て難渋の仕合でございます。前書きの次第により取り敢えず少分の手当ては申し付けましたが、莫大な事で中々自力では及び難く、当惑心痛いたしております。これにより御時節柄お願い申し上げるのも恐れ入りますが、何卒格別のご憐愍を以て御金一万両の拝借を仰せ付けられ下さいますよう仕りたく、この段お願い申し上げます。以上

As well as the long houses, stables, meeting halls, rice storehouses, etc., most collapsed, with fires breaking out in various places. The castle town similarly collapsed and was completely burned down. In the villages of the domain, many houses collapsed and caught fire, with numerous landslides causing villages to be covered in mud. Most of the rice fields and other farmlands are expected to become permanently barren. Particularly, hundreds of locations of irrigation pipes and weirs suffered major damage, and even if repairs were undertaken, there are many places where it would be difficult to calculate whether they would be useful. However, since some of these villages are in remote locations, I will report the details later. Also, on the night of the 13th, the Chikuma River suddenly flooded, rising 1 jō 3 shaku above normal water level, with water rushing into villages along the river, apparently causing extensive flood damage. Due to the disasters mentioned above, there have been numerous deaths. Regarding this, I wish to immediately order repairs as well as food relief for retainers, townspeople, and impoverished people in the domain. However, my personal finances have suffered from consecutive years of crop failures and poor harvests, and furthermore, the year before last (1869), due to a fire from the Aoyama area, all of the lower residence was lost, and weapon storehouses were also destroyed by the spreading fire, creating an extremely difficult situation. Due to the circumstances described above, I have ordered minimal emergency measures, but this is an enormous matter that is far beyond my personal means, leaving me greatly troubled and distressed. Therefore, although I am deeply ashamed to make such a request during these times, I humbly ask that you grant me special compassion and authorize a loan of 10,000 ryō.
