田畑開発の手段を申し付けるべきですが、家来だけに任せておいては、領民たちの
気持ちにも関わり、復旧方法も果敢に取り組めないでしょう。これについては領内の
村々が少しでも復旧し、人心が穏やかになって耕作に励む形勢に至る
までは、在所に滞在し、救済方法や手当ての筋は勿論、人心を引き立てる
ように幾重にも励まし、かつ取り締まり方等万端を指図したく
存じます。これにより叶うことでございましたら、格別の
ご仁恵により、当年秋中まで参府のご用を免じて下さるよう致したく、
表立って願書を差し出しても支障ございませんでしょうか。この件について各々様まで御
内慮をお聞かせ願うよう申し付けて参ります。以上
