【右丁】 蔵に囲った穀物等を使って手代共に手配し村々を回って凌がせているところ、陣屋に最も近い村々の分については中野村の打川寺院社地境内に小屋掛けをして極めて困窮している者共を救済しております。また追々村々の牛馬の死失、怪我人等を調査したところ、男女の死失者五百七十八人、怪我人千四百六十人、このうち身体障害者となり農業ができなくなった者共が多数おり、斃死した牛二匹、馬五十匹でありました。 このほか善光寺へ参詣し三月二十四日夜に同所へ宿泊していて地震により焼死した者は男女二百人余りあり、多くの人が絶命するという災難でした。その時の村々の人別は二分七厘の減少となり、支配所の石高五万八千三百 【左丁】 石余りのうち無事な村々の石高は三分にも満たず、残り七分余りは災害を受けた村々で、いずれも嘆かわしいことでございます。差し当たり村々の用水路を手入れしなければ飲み水に差し支え、また田方の苗代はもちろん無事な田地への植え付けにも差し支える状況です。しかし場所が広大で破損が甚だしく、到底村々の自力では及ばず、火災等の災難とも訳が違い、家々から田畑山林等まで覆う大災害となりました。とりわけ水内・高井両郡は大地震の被害が甚だしく、放置しておけば皆潰滅してしまう所となってしまう村々が多く、人命に関わり末々の御収納や御国益を失い、容易ならざることですので、御救済をお下し置きいただかなければ何ともしようがない御

【Right page】 Using the grain stored in warehouses, I have dispatched my agents to make arrangements and visit the villages to help them get by. For the villages closest to the administrative office (jinya), I have had temporary shelters erected in the precincts of Uchikawa Temple in Nakano Village to provide relief to those in extreme destitution. Moreover, as I have gradually investigated the deaths and injuries of livestock and people in the villages, I found that 578 men and women died, and 1,460 people were injured. Among these, many became disabled and unable to engage in farming. Two cattle and fifty horses died. Additionally, over 200 men and women who had made pilgrimage to Zenkoji Temple and were staying there on the night of March 24th died in fires caused by the earthquake—a disaster that claimed many lives. The population of the villages at the time of this disaster decreased by 2.7 percent, and of the total assessed land value of 58,300 【Left page】 koku and more in my administrative jurisdiction, the undamaged villages account for less than 30 percent of the assessed value, while the remaining 70 percent and more consists of disaster-affected villages—all truly lamentable situations. Immediately, if the irrigation channels in the villages are not repaired, drinking water will be insufficient, and not only will rice seedbeds be affected, but even planting in undamaged rice fields will be hindered. However, the area is vast and the damage severe—far beyond what the villages can handle with their own resources. Unlike disasters such as fires, this is a great calamity that has covered everything from houses to rice fields and mountain forests. Particularly in Minochi and Takai counties, the earthquake damage was extremely severe, and if left unattended, many villages would become completely ruined. This affects human lives and will result in the loss of future tax collection and national benefit—a matter of utmost gravity.
