　從前冊封以造舟爲重事歴考前冊採木各路騷動

　年使臣汪楫林麟焻卽取現有二戰艦充之前獘始

　　封舟

　従前の冊封は造舟を重事とし、歴代の前冊を考えるに、各路に木材を採取し騒動を起こし、夫役が開廠監造し、官帑を浪費し、奸吏が仮手となって弊害は無窮であり、経年累歳してその事がようやく挙行された。前明より本朝の冊封の始めに至るまで、その煩費遅久は前後一轍であった。康熙二十一年、使臣汪楫・林麟焻は即座に現有の二戦艦を取ってこれに充て、前弊が初めて絶った。今に至る三十余年、区宇昇平にして海浜利渉し、沿海の県鎮は巨大となり

　　Investiture Ships

In previous investitures, shipbuilding was considered a matter of great importance. Examining past investitures throughout history, timber was procured from various routes causing disturbances. Corvée laborers established shipyards for supervised construction, squandering the imperial treasury, while corrupt officials acted as intermediaries creating endless abuses. After years of accumulated delays, these undertakings were finally carried out. From the former Ming dynasty to the beginning of investitures under our present dynasty, the troublesome expenses and delays followed the same pattern throughout. In the 21st year of Kangxi [1682], the envoys Wang Ji and Lin Linzhuan immediately requisitioned two existing warships for this purpose, and the former abuses were finally eliminated. Now, more than thirty years later, the realm enjoys ascending peace, coastal navigation is convenient, and the coastal counties and garrisons have grown substantially
