町人江相渡引替可申事
一大判者有来通ニ而用之小判者

一御領分中こせ座頭之儀御領分
切ニ申候得共座頭共申候者村々相
廻り候得共見継乏少ニ而及渇命候由
御領分中ゟ相定り合力致扶持候
と成共他領ゟ入込無之様罷成候はば
郷中之助に茂可相成と考座頭
こせ壱人二而壱人扶持宛高二応し
合力指持割付候得共村々二而不合意
之よし畢竟他領之座頭こせ
入込申地之座頭二相交り勧進
配当相ねたり候はば以後町在之
面倒成儀ニ候間弥御領分切座頭

武家およびその他の者が所持する金子は、自由に町人に渡して引き替えることができる。
大判は従来通りに使用し、小判は以前の換算率で両替すること。

領分内の瞽女・座頭の件について、領分限定で管理することを申しつけたが、座頭らの申すには、村々を回っても施しが少なく飢えに苦しんでいるとのこと。領分内で協力して扶助することになったとしても、他領からの流入がなくなれば、郷中の助けにもなると考える。座頭・瞽女一人につき一人扶持分を、石高に応じて合力金として割り当てたが、村々で合意が得られないとのこと。結局、他領の座頭・瞽女が流入して地元の座頭と混在し、勧進の配当を妨げるようであれば、今後町在で面倒な問題となるので、やはり領分限定の座頭仲間として申しつけること。
盲人は人の情けによって生計を立てる者であるから、相応に世話をすべきことだが、分量を定めるのは困難である。御家中や町在の祝言・仏事などの配当を怠りなく回り、その間も相互の勧化を行い、その上で給与が不足する分は、座頭・瞽女を一郷限定で世話すること。
付け加えて、町中の座頭は領分内を回って勧進を行い、その上で不足する分は町中で世話すること。

Memorandum
Regarding the matter of goze (blind female entertainers) and zatō (blind male entertainers) within the domain: although we ordered that they be restricted to the domain, the zatō report that even when making rounds of the villages, alms are scarce and they suffer from hunger. Even if the domain were to cooperatively provide assistance, if outsiders from other domains were prevented from entering, it would benefit the countryside. We allocated support money for one person's sustenance per zatō and goze, apportioned according to rice stipend, but the villages reportedly could not reach agreement. Ultimately, if zatō and goze from other domains enter and mix with local zatō, disrupting the distribution of alms from religious solicitation, this will cause troublesome problems in towns and countryside in the future. Therefore, we order that zatō associations be strictly limited to the domain.
Since blind people are those who make their living through human compassion, they should be cared for appropriately, but it is difficult to set specific amounts. They should diligently make rounds for allocations at celebrations and Buddhist services among the samurai households and in towns and countryside, and during this time also conduct mutual religious solicitation. Any shortfall in stipends should be made up by caring for zatō and goze on a village-by-village basis within the domain.
Additionally, zatō in town areas shall conduct religious solicitation throughout the domain, and any shortfall shall be made up by the townspeople.
