水戸宰相殿の家臣である太田対馬守に、従五位下諸大夫の位を任命する件について、口宣などの手続きを整えるよう、伝奏衆まで申し入れるべきである。恐れながら謹んで申し上げます。

Regarding the matter of Ōta Tsushima-no-kami, a retainer of Lord Mito Saisho, being appointed to the court rank of Junior Fifth Rank Lower Grade (jū go-i ge) and the position of shodaibu, please arrange the necessary procedures including the formal imperial decree (kōsen), and make the appropriate representations to the Densō-shū (court nobles who served as intermediaries).
