候之者有之既ニ取押に相成候ニ付
追而厳重之御所置有之候得共元来
外人江御国民売渡候儀第一御国体
におゐて不相済事ニ候間向後地
方官ニ於て管内屹度取締相立
教育行届候様厚く相心得可申

候之間町中江可相触候以上

現代語訳
候者がおり、すでに取り押さえられたことについて、
追って厳重な御処置があるであろうが、そもそも
外国人に我が国民を売り渡すことは、第一に我が国体
において許されないことであるから、今後地方
官において管内をきっと取り締まりを確立し、
教育が行き届くよう厚く心得るべきである。
この旨を伝達する。
庚午八月 太政官
右の趣旨を朝廷から仰せ出され
たので、町中へ触れ回るべきである。以上

there are those who do such things, and although they have already been arrested,
there will be further strict measures taken. However, fundamentally,
selling our countrymen to foreigners is first and foremost something that cannot be tolerated
in terms of our national polity. Therefore, henceforth local
officials must firmly establish control within their jurisdictions and
thoroughly understand that education must be made to reach [the people].
This directive is hereby transmitted.
