一薬店中現在所持之分者各地方
官庁ニ而検査を遂け品位量目等
委細薄紙記シ可置事
一不得止薬用ニ供し候儀有之売買致
候節ハ其度毎ニ薬店医師よりも
品位量目等委細官庁江可届出事
一薬用闕立ニ付外国より取寄度者各
地方官ゟ開港場江申立候ハゝ別段之
注文を以取寄セ候様可致事

一鴉片煙艸之儀者兼而厳禁ニ候処
今般販売煙律御定ニ相成候ニ付而ハ
各港在留之支那人江茂厳重
禁止之義申諭竊ニ取扱候儀無之様
急度取締可致事

一各港在留之支那人共竊ニ童男女
を買取海外江召連越奸計相企
現代語訳
一、薬店で現在所持している分については、各地方
官庁において検査を行い、品質・分量等を
詳細に帳簿に記載しておくこと
一、やむを得ず薬用に供する必要があり売買する
際には、その都度薬店・医師からも
品質・分量等詳細を官庁へ届け出ること
一、薬用として不足するため外国より取り寄せたい者は、各
地方官から開港場へ申し立てれば、別段の
注文をもって取り寄せるようにすること

一、阿片煙草の件については、かねてより厳禁であるところ
今般販売煙草律令が御定めになったことについては
各港在留の支那人に対しても厳重に
禁止の旨を申し諭し、ひそかに取り扱うことのないよう
きっと取り締まりを行うこと

買い取り海外へ連れて行く悪計を企てており
