正四位上 松平讃岐守
其方儀御由緒柄出格之
思召を以正四位下被 仰付以後間合も無之
此上昇遣之儀難被及御沙汰筋ニ候得共此度
大阪表御台場御用引請被 仰付防禦筋之儀
万端御委任被成候ニ付尚更今般別段之
思召を以位階昇遣被 仰付候儀ト相心得御
守衛筋之儀格別入精相励候様可被致候
一異国船為防禦大阪表安治川木津川両川口之
御台場御取建大砲据附御船をも御備被 仰
付木津川口弐ヶ所御台場其方へ御預ケ被遊
候右御台場御舟并据附候大砲共西洋流被
仰付候間其心得を以大砲打方習練候様可被
申付候松平出羽守へ大阪表御警衛被 仰付

安政四年巳年四月二十八日御城書
正四位上 松平讃岐守
その方の由緒柄により格別の思し召しをもって正四位下を仰せ付けられて以後、間合いも無くこの上昇進させることは御沙汰に及び難い筋に候えども、この度大阪表御台場御用引き受けを仰せ付けられ、防御筋の儀万端御委任成され候につき、なお更に今般別段の思し召しをもって位階昇進を仰せ付けられ候儀と心得、御守衛筋の儀格別入念に励み候様致すべく候。
一、異国船防御のため大阪表安治川木津川両川口の御台場を御取り建て、大砲据え付け御船をも御備えを仰せ付け、木津川口二ヶ所の御台場をその方へ御預けあそばされ候。右御台場御船並びに据え付け候大砲共に西洋流を仰せ付け候間、その心得をもって大砲打ち方習練候様申し付けるべく候。松平出羽守へ大阪表御警衛を仰せ付け、安治川二ヶ所御台場御預けあそばされ候間、申し合わせるべく候。もっとも土屋采女正と申し談ずべく候。

Senior Fourth Rank Upper Grade Matsudaira Sanuki-no-kami
Due to your distinguished lineage, you were appointed to Senior Fourth Rank Lower Grade through special consideration. Although there has been little interval since then and promoting you further would normally be difficult to deliberate upon, this time you have been ordered to undertake the coastal battery duties at Osaka, and all defensive matters have been entrusted to you. Therefore, through even more special consideration this time, understand that you are being promoted in court rank, and you must make exceptional efforts in guard duties.
Article 1: For defense against foreign ships, coastal batteries are to be constructed at both river mouths of the Ajigawa and Kizugawa in Osaka, with cannons installed and ships also prepared as ordered. Two coastal battery positions at the Kizugawa mouth are entrusted to you. For these coastal batteries, ships, and installed cannons, Western-style methods are ordered, so with this understanding, you should order training in artillery firing methods. Matsudaira Dewa-no-kami has been ordered to guard Osaka, and two coastal battery positions at Ajigawa are entrusted to him, so you should coordinate with him. You should also consult with Tsuchiya Uneme-no-shō.
