その地両川口御台場新築据付大砲並びに御備船等の義、別紙の通り西洋製を仰せ出だされ候間、その意を得られ、右御警備御普請大砲鋳立て御船製造等、その表町奉行共引き受け御達しの積もり、御入用等取り調べ相任せ候様申し渡すべく候。これにより御台場絵図四枚差し越し候間、委細の義は松平河内守河内左衛門尉立田岩太郎岩瀬修理大久保右近将監村垣与三郎承り候様、これまた申し渡すべく候。もっとも御台場御預かりの面々とも追々に仰せ付けられ候旨これ有るべく候間、その意を得べく候。

Message sent to Tsuchiya Uneme-no-shō on the 18th day of the 7th month of the Year of the Dragon via relay station courier:
Regarding the construction of new batteries at both river mouths in your territory, the installation of cannons, and the preparation of guard ships, etc., it has been ordered that these shall be manufactured in the Western style as detailed in the attached document. Understanding this intention, the local magistrates shall take charge of the aforementioned coastal defense construction, cannon casting, and ship construction, and shall investigate and manage the necessary expenses accordingly. Therefore, four drawings of the batteries are being sent. For detailed matters, Matsudaira Kawachi-no-kami, Kawachi Saemon-no-jō Tatsuta Iwatarō, Iwase Shurinosuke, Ōkubo Ukon-shōgen, and Muragaki Yosaburo shall be consulted, and this too shall be communicated. Furthermore, the personnel to be entrusted with the batteries will be appointed successively, so please understand this matter accordingly.
