評定所一座仰付懸り長崎奉行
箱館奉行
下田滞在之亜墨利加官吏ゟ老中え面会之書
翰を以申立候趣一ト先下田奉行ニ而引請取
扱候様相達返翰指遣候儀ニ候得共此上申立
之次第ニ寄候而ハ当地へも被召呼候ハゝ相
成間敷哉ニ付右之手筈凡取極候方可然就而
ハ官吏之儀も身柄宜敷者之由ニ付右取扱之
儀是迄和蘭甲比丹之振合相成間敷候間諸般
之礼節ハ勿論御扱振旅宿応接其外共万端無
手抜様廉々取調早々勘弁致可被申聞候事
亜墨利加官吏へ之返翰
貴国ゟ日本之事務ニ関係せる重大之事体自
分共へ直ニ可申立旨貴所大統領ゟ命も有之
趣其外之件々とも去年九月中書翰并十二月

下田滞在のアメリカ官吏より老中へ面会の書簡をもって申し立て候趣き、一先ず下田奉行にて引き受け取り扱い候様相達し、返簡指し遣わし候儀に候得ども、この上申し立ての次第によりては当地へも召し呼ばれ候はば相成るまじきやに付き、右の手筈凡そ取り極め候方然るべし。就いては官吏の儀も身柄宜しき者の由に付き、右取り扱いの儀、これまでオランダ甲比丹の振り合い相成るまじく候間、諸般の礼節はもちろん、御扱い振り、旅宿応接その外とも万端手抜きなき様、廉々取り調べ早々勘弁致すべく申し聞かせ候事。

Regarding the matter that American officials staying in Shimoda submitted through a written request for an audience with the Senior Councilors: initially, we instructed that the Shimoda Magistrate should accept and handle this matter, and sent a reply accordingly. However, depending on the nature of further requests, if they were to be summoned to this location, it might not be appropriate. Therefore, it would be proper to roughly determine the procedures for such cases. As the officials appear to be persons of good standing, the handling of such matters cannot follow the same arrangements as with Dutch captains. All aspects of protocol must be thoroughly investigated and quickly understood, ensuring no oversight in ceremonial etiquette, treatment methods, lodging arrangements, receptions, and all other matters.
