に至り、なお申し立て候書面それぞれ熟読させる。然るところ、下田・箱館開港以来、両国の交渉を処理するため、両所の奉行を配置し委任させる上は、たとえ重大な事といえども、申し立ての事共があらば、その地の奉行へ陳述あるべし。この趣旨を告げ知らせるものなり。

up to this point, we have carefully read through each of the submitted documents. However, since the opening of the ports of Shimoda and Hakodate, we have appointed and entrusted magistrates at both locations to handle negotiations between our two countries. Therefore, even if matters are of great importance, any requests should be presented to the magistrates at those locations. We hereby inform you of this policy.
