合衆国と日本との間に取り結んだ条約を修正して、殿下の大国と合衆国との膨大な諸産物の貿易をこれよりも大きく、易しく行えるよう取り決めるべきと思われる。これを以て私はこの事件について貴国の外国事務宰相或いはその他殿下の選任する役人と会議させるために、この書状の使者としてこの国の高貴威厳なるタウンゼント・ハリスを選んだ。ただしこの者は既に合衆国の総領事として殿下の外国事務宰相の信用を受けている。私は合衆国と日本との親交を篤くし、かつ永続させ、兼ねて両国の利益のために通商の交わりを増加する条約の趣旨について、宰相或いはその他の役人が同意すべき事は疑いなしと思う。

Presented to His Highness the Taikun of Japan
As a great friend
We believe that the treaty concluded between the United States and Japan should be revised to make trade in the vast array of products between Your Highness's great nation and the United States even greater and easier to conduct. For this purpose, I have selected the honorable and dignified Townsend Harris of this country as the bearer of this letter to hold conferences with your country's Foreign Minister or other officials appointed by Your Highness regarding this matter. This person has already gained the trust of Your Highness's Foreign Minister as Consul General of the United States. I have no doubt that the Minister or other officials will agree to the provisions of a treaty that will deepen and perpetuate the friendship between the United States and Japan, while also increasing commercial relations for the benefit of both nations.
I trust that Your Highness will receive the honorable and dignified Harris with deep kindness and give full credence to the words he will present to Your Highness on my behalf
