今般長崎表阿蘭陀通商御仕法替に相成向後
長崎并箱館両所におゐて交易御差許有之魯
西亜も同様之振合ニ相成候右ニ付而ハ外条
約相済候国々も追々右之御所置ニ可相成候
間可得其意候
右之通相触候間其段可申上候

Copy of a document definitively delivered to the castle retainers through Jōami from Lord Hotta Bitchū-no-kami
Recently, the Dutch trade regulations at Nagasaki have been changed, and henceforth trade will be permitted at both Nagasaki and Hakodate. Russia will be treated in the same manner. Regarding this matter, countries that have completed foreign treaties will gradually be subject to the same arrangements, so please understand this intent.
The above has been announced, so please report this matter accordingly.
