上州ヘモ八月ヨリ米出来スシテ難儀二及フヨ
シ日蔭通り高持共ハ尚々食事二ツマリ諸方何
トナク騒カシキ子細ハ右ノ穀直段一石又ハ九
斗ノ時分ヨリ諸方ニテ多ク買置ノ者之アルヨ
シ風聞致シケレハ諸所困窮場所イサヤ買置ノ
衆中へ無心イタシ来年迄借受ン又ハ押寄打潰
サンナトゝノ風聞マチ〳〵二聞へケリ拾芥抄二
第一地動部二曰天文禄二曰地以秋動有音起兵
天地瑞祥志二曰七月地動不過百日有兵今ヤカ

現代語訳
上州へも八月より米が不作で難儀に及んでいる様子。日蔭通りの高持（地主）たちもなお一層食事に困窮し、諸方で何となく騒がしい。その理由は、右の穀物価格が一石又は九斗の時分より、諸方にて多く買い置きする者があるという風聞を聞いたため、諸所の困窮した場所では、さあ買い置きしている人々に無心（借用の申し込み）をして来年まで借り受けよう、又は押し寄せて打ち潰そうなどという風聞が各地に聞こえてきた。
拾芥抄に「第一地動部に曰く、天文の禄二に曰く、地は秋をもって動き音有りて兵を起こす」とあり、天地瑞祥志に「七月地動すれば百日を過ぎずして兵あり」と曰く。
今やこのような昇平の時に至り、寛仁の御恵みが四海にかかり、四夷八荒も静かな御代に甘えて、わずかに一年田畑の実りが悪いことにより、自然と高値の穀物を買い置きしたという理由で、辺鄙で素朴な窮民がついに騒動を起こしてしまった。

From August, Jōshū (Kōzuke Province) also suffered from poor rice harvests, causing great hardship. Even the landholders along the Hikage-dōri were increasingly struggling with food shortages, and unrest was spreading throughout various regions. The reason for this was that, from the time when grain prices reached one koku or nine to, there were rumors that many people in various places were hoarding large quantities of grain. Consequently, impoverished areas began spreading rumors about making entreaties to those who had stockpiled grain to borrow supplies until the following year, or alternatively, about mobilizing to attack and destroy their properties.
The Shūgaishō states: "In the first section on earthquakes, it says that in the second year of Tenbun, 'When the earth moves in autumn with sound, it raises armies.'" The Tenchi Zuishōshi says: "When the earth moves in the seventh month, there will be warfare within a hundred days."
Now, in these times of great peace, with the benevolent grace of our ruler extending across the four seas, and enjoying a tranquil reign where even the distant barbarian lands are pacified, merely because the fields and rice paddies had poor harvests for just one year, and due to the natural hoarding of high-priced grains, the impoverished people of remote and simple villages finally rose up in rebellion.
From the night of September 29th, uprisings broke out in Jōshū, and the villages that carried out destructive attacks were in the domain of Ōmetsuke Hisamatsu Chikuzen-no-kami:
