いらかに万民（ばんみん）たのしみさかゆへし。これ又仏 恩（をん）
をほうじ師徳（しとく）を謝（しや）するところなるべしとて
ねんころに付嘱（ふぞく）し給ひけり。又ある日空海にかた
りての給はく。真言（しんごん）の儀軌（ぎき）。もろ〳〵の器（うつはもの）。その外（ほか）
深秘（じんひ）の物は経論（きやうろん）にかきのするところなれとも。其
かたちはなはだ知（しり）かたしこゝにて作（つくら）せあたへん
とて絵（ゑ）をかくもの十 余人（よにん）をめして。両 部（りやう）のまんだら
十 幅（ふく）をかゝしめ。又 金細工（かなさいく）のものをよびて諸道具（しよたうく）十
五 種（しゆ）をつくらしめ。又 書物（しよもつ）をうつすもの廿 余人（よにん）を
あつめて金剛頂（こんがうちやう）等（とう）のもろ〳〵の経をかきうつさ

現代語訳

平安となり、万民が楽しみ栄えるであろう。これもまた仏恩を報じ、師徳に謝するところとなるであろう」として、懇ろに付嘱された。また、ある日空海に語って言われるには、「真言の儀軌や、もろもろの法具、その他深秘の物は経論に書き記されているところであるが、その形は甚だ知りがたい。ここで作らせて与えよう」として、絵を描く者十余人を召して、両部の曼荼羅十幅を描かせ、また金細工の者を呼んで諸道具十五種を作らせ、また書物を写す者二十余人を集めて『金剛頂経』等のもろもろの経を書き写させて、空海に授けられた。

I will have them made here and give them to you." He summoned more than ten painters to create ten scrolls of mandalas of both realms, called metalworkers to craft fifteen kinds of ritual implements, and gathered more than twenty scribes to copy various sutras including the Vajrasekhara Sutra, all of which he bestowed upon Kūkai.
