○御勝手向従来御不如意と申内 別而近来必至御難渋ニ相運候趣達御聴甚
　御辛労と思召此度格外之御手法被相立御手元を始御省略御勘弁被遊度旨
　御自筆を以被仰出誠以難有事且ハ恐入事ニ候右ニ付而ハ昨年被仰出候御改革御倹約
　筋之儀油断ハ有之間敷候へ共猶以万事被入念諸役所向締方肝要御取続之
　趣法篤と心配有之候様存候微細之儀ハ其機ニ臨ミ追々取調可有之ニ候

一此度之儀ハ是迄ニハ御趣意格別ニ相改ニ付其段篤与相心得軽キ御役筋ゟ難申
　出儀も不憚恐御益筋御為と存候儀ハ多少ニ不拘御奉行共へ可申談御役向存寄
　有之候ハヽ聊之儀たりとも可申上志を御賞美被遊候事一御手元之儀も格別被仰出候得共下々之儀ハ猶受候事致一和御減方可申談候無
　如在不心附儀ハ同役ハ勿論他役ゟも助言可致若心得違之振合も候ハヽ其
　旨夫々可申達其節御沙汰可被及事ニ候
一同役指扣勝之生来又ハ次席之者存寄有之候とも席頭之者へ対し次
　席之者出言難致儀も可有之候左様之儀ニ掛り拘り候御時節ニハ無之人別御役前
　不顧任了簡一盃ニ不相勤候而ハ不相成御為第一之事ニ候

一御勘定所勤之者諸下代ニ至迄媚滔無私御奉公第一ニ可
相勤役先へ賄賂
　等之心底之者有之候ハヽ急度可致吟味候過当之賄賂取扱候者ハ私之子細有
　之ニ相違有之間敷候間御吟味之上忠精之者御賞美可被遊事ニ候末々迄無油
　断算筆等相心掛禁奢可申候　若心得違候者於有之ハ急度御沙汰可有之

現代語訳

○お勝手向き（財政）については従来からご不如意ということでしたが、特に近来は必至のご難渋に至っている趣がお耳に達し、甚だお辛労と思し召し、この度格外の手法をお立てになり、お手元をはじめ省略やご勘弁をなされたい旨、御自筆をもって仰せ出されました。誠に有り難いことであり、また恐れ入ることです。これについては昨年仰せ出された改革・倹約筋の儀について、油断はないはずですが、なお一層万事に気を配り、諸役所向けの締めつけを肝要とし、継続の趣法を篤く心配するようにと存じます。微細な儀については、その機に臨み、追々取り調べるべきです。

一、御趣意の年限は五ヶ年と仰せ出されること
一、この度の儀はこれまでとは御趣意が格別に変わったので、その段を篤く心得て、軽微な役筋からでも申し出を憚らず、恐れながら御益筋・御ためと存じる儀は多少を問わず御奉行共へ申し談じ、役向きで所存があるならば、わずかな儀でも申し上げる志を御賞美されること
一、お手元の儀も格別に仰せ出されましたが、下々の儀はなお一層のこと、一和して減方を申し談じるべきです。気づかない儀があれば、同役はもちろん他役からも助言すべきで、もし心得違いの振る舞いがあれば、その旨それぞれ申し達し、その節御沙汰に及ぶべきことです
一、同役で指し控えがちな生来の者、または次席の者で所存があっても、席頭の者に対し次席の者が発言しにくい儀もあるでしょう。そのような儀にかかわっている時節ではありません。人別・役前を顧みず、了簡一杯に勤めなければならず、これが御ための第一のことです

一、御勘定所に勤める者、諸下代に至るまで、私心なく御奉公を第一として勤めるべきです。役先への賄賂等の心底の者があれば急度吟味いたします。過当の賄賂を取り扱う者は私的な子細があるに相違ないので、御吟味の上、忠精の者は御賞美されることです。末々まで油断なく算筆等を心がけ、奢りを禁じ申すべきです。もし心得違いの者があれば、急度御沙汰があることです

○Regarding financial affairs (household finances), while there have been ongoing difficulties, recently the situation has reached critical hardship, which has come to His Lordship's attention, causing him great distress. Therefore, extraordinary measures have been established, and it has been decreed in His Lordship's own handwriting that economies and forbearance should be exercised, beginning with his own household. This is truly gracious and humbling. Regarding this matter, concerning the reforms and frugality measures decreed last year, there should be no negligence, but even greater attention should be paid to all matters, with strict control of all government offices being essential, and careful consideration should be given to sustainable practices. Minor matters should be investigated as circumstances arise.

1. This time the intentions are particularly different from before, so understanding this thoroughly, even those in minor official positions should not hesitate to make suggestions, and if they believe something would benefit His Lordship, regardless of scale, they should consult with the magistrates. If there are ideas regarding official duties, even small matters should be reported, and such dedication will be commended
1. While His Lordship's household matters have been specially decreed, subordinate matters should be handled with even greater unity in discussing reductions. If there are oversights, not only colleagues but also those in other positions should offer advice. If there are any misconduct, this should be reported accordingly, and disciplinary action will be taken at that time
1. Among colleagues, there may be those who are naturally reserved, or junior members who have opinions but find it difficult to speak up to senior members. This is not the time for such concerns. Without regard to personal status or position, one must serve with full dedication, as this is the most important service to His Lordship

1. Those serving in the accounting office, down to all subordinate clerks, should serve with dedication to public service above all else, without private interests. If there are those with intentions of offering bribes to superiors, strict investigation will be conducted. Those who handle excessive bribes undoubtedly have private motives, so after investigation, those who are loyal and diligent will be commended. Everyone down to the lowest ranks should carefully attend to calculations and records without negligence, and extravagance should be prohibited. If there are those who misunderstand their duties, strict disciplinary action will be taken
