方厳重ニ申渡候間以来心得違無之其支配役所之改印形帳面を以可致往来事
但改印形無之帳面持参候節ハ宿駅ニおゐても人馬継立不申筈之事
右之通り寺社初町在不洩様可被申渡候

○昨年御暇御順年ニハ無之候得共御家督後御初而之儀ニ付御願之上御入部被成又来
年之処 御帰国御願成度思召ニ而御老中方御内意御調之成候処表向御願
被成候而も難相成筋之旨御差図有之無御拠来丑年御滞府ニ相成候旨

○先年被仰出候御趣法御買上塩之儀此度為試当分被相止候間宜被取計候
但口銭之儀ハ是迄之通り〆り方猶以厳重申談可被取計候
一右ニ付猶又三国湊頭取候者共へも格別致心配口銭方御益筋相働候様可被取計候
十二月十六日
○塩御買上之御趣法為試被相止ニ付塩方為増役壱俵ニ銀壱分五厘ツヽ問屋共ゟ可
有上納候右増役之儀ハ壱人買人立合ニ而七厘五毛ツヽと相定候事
但大俵ハ小俵之割合を以増役銀可有之事
十二月廿七日 但右両役内達之趣も有之ニ付右之通可取
現代語訳
方を厳重に申し渡すので、今後は心得違いなく、その支配役所の改印形のある帳面をもって往来すること
ただし改印形のない帳面を持参した節は、宿駅においても人馬継ぎ立てを行わない筈のこと
右の通り寺社をはじめ町在に漏れないよう申し渡されたい

○先年仰せ出された御趣法の御買上塩の儀、この度試しのため当分中止されるので、よろしく取り計らわれたい
ただし口銭の儀はこれまでの通り、締め方をなお一層厳重に申し談じ取り計らわれたい
一、右につきなお又三国湊頭取の者共へも格別に心配させ、口銭方御益筋が働くよう取り計らわれたい
十二月十六日
○塩御買上の御趣法を試しのため中止するにつき、塩方増役として一俵に銀一分五厘ずつ問屋共より上納すべし。右増役の儀は一人買人立合いにて七厘五毛ずつと定めること
ただし大俵は小俵の割合をもって増役銀があること
十二月二十七日 ただし右両役内達の趣もあるにより右の通り取り

enforcement shall be strictly ordered, so henceforth there shall be no misunderstanding, and travel shall be conducted with ledgers bearing official inspection seals from the controlling offices
However, when ledgers without inspection seals are brought, horse and porter relay services shall not be provided at post stations
The above shall be announced without exception to temples, shrines, towns and villages

○Last year was not a regular leave year, but due to it being the first time since succession as head of house, permission was granted and entry to the domain was made. Regarding next year, there was a desire to petition for return to the domain, and informal inquiries were made with the Senior Councilors, but guidance was given that even formal petitions would be difficult to approve, so unavoidably residence in Edo will continue in the coming Year of the Ox

○Regarding the government salt purchasing policy announced in previous years, this shall be temporarily suspended as a trial, so please handle this appropriately
However, regarding commission fees, enforcement shall be conducted even more strictly as before through consultation
1. Additionally, the port supervisors of Mikuni shall be made to pay special attention so that commission revenues work to the government's benefit
December 16th
○Due to the trial suspension of the government salt purchasing policy, as an increased salt tax, wholesalers shall pay one bu and five rin of silver per bag. This increased tax is set at seven rin and five mō per individual buyer in attendance
However, large bags shall have increased tax silver based on the proportion of small bags
