　直被仰付候処必至御指支ニ付此度格別思召ニ而重キ御方へも被為相談
　公辺へ御願達等有之当丑年ゟ十ケ年万端御省略御勝手御取続之
　御趣法被仰付候御家中之儀も今年ゟ七ケ年半減御借米御頼被成候兼而困窮
　之上弥増難儀可有之御心痛被遊候へ共無拠御運ニ候へハ何分ニも致勘弁御
　奉公相勤候様思召候猶又廻而被仰出所も可有之候此段申渡候様被仰出候

　諸雑費相減御収納御取増出来候様被仰出候間左之通締方被仰付候
一百姓共ゟ役筋音物之儀是迄度々被仰出も有之候へ共追々相弛候趣ニ相聞元来
　村役人共并頭立候者共御城下へ罷出御家中役筋へ手筋を以致出入候儀ハ不宜儀候間
　以来手元役筋之外役方へ立入候儀被指留尤手元役方へ罷出候而も所之茶薗物たり
　とも音物堅無用之事
一大庄屋役并椽上御免候者身柄之者ニ不拘男女とも一切さきをり綿服等相用帯
　袖口襟たり共絹類堅無用之事
　　但御家中ニ而貰候上下袴着衣其外一切糸入候分ハ着用堅無用之事
一在々家作等近年美麗を好候趣ニ候此末丈夫向之普請ハ格別美麗を尽候儀
　堅無用之事
　　但雑穀農具等入置候小屋土蔵類外目ニハ奢ニも相見候可申と心得扣居候儀ハ却
　　　而非常之為ニ不相成事ニ候間此等之儀ハ不及貪着事
一大庄屋共近年検見之節帯刀被差免候得共役威ニ幕り小前之者共を押付候様ニ
　成行末々村為ニも不宜事ニ候間向後帯刀被差留候

現代語訳

○従来より御勝手向（財政）が不如意であったところ、当春霊巌島御屋敷の御類焼により、続々と御普請（修築工事）を直ちに仰せ付けられたが、必至の御指支（支障）につき、この度格別の思召しにて重要な御方へも御相談され、公辺（幕府）へ御願達等があり、当丑年（文政12年、1829年）より十ヶ年間、万端御省略により御勝手御取続（財政立て直し）の御趣法（方針）が仰せ付けられた。御家中の儀も今年より七ヶ年、半減御借米を御頼みになられるが、兼ねてより困窮の上、いよいよ増々難儀であろうと御心痛されているが、やむを得ない御運であるので、何分にも勘弁し御奉公を相勤めるよう思召しである。なお又回って仰せ出される所もあろう。この段申し渡すよう仰せ出された。
　右につき野中健蔵が指越された。

○御勝手向が必至の御難渋・御指支につき格別の御省略が仰せ出された。これにより御用掛りを仰せ付けられるので、掛りの面々が申し談じて取り調べられたい。

○当丑年より十ヶ年の間、御手元をはじめ万端御省略により御勝手御取続の御趣法が仰せ出されたにつき、在々（農村部）の諸雑費を相減じ、御収納御取増ができるよう仰せ出されたので、左の通り締方（取締り方針）が仰せ付けられる。

一、百姓共からの役筋音物（役人への贈り物）の儀は、これまで度々仰せ出されたこともあったが、追々相弛んでいる趣に相聞こえる。元来、村役人共並びに頭立つ者共が御城下へ罷り出て御家中役筋へ手筋を以て出入りする儀は宜しくない儀であるので、以来手元役筋以外の役方へ立ち入る儀を指し留められる。もっとも手元役方へ罷り出た場合でも、所の茶園物等の音物は堅く無用のこと。

一、大庄屋役並びに縁上御免の者は身柄の者に関わらず男女とも一切先織・綿服等を相用い、帯・袖口・襟等とも絹類は堅く無用のこと。
　　ただし御家中にて貰った上下袴着衣その外一切糸入りの分は着用堅く無用のこと。

一、在々の家作等は近年美麗を好む趣である。この末丈夫向きの普請は格別、美麗を尽くす儀は堅く無用のこと。
　　ただし雑穀農具等を入れ置く小屋土蔵類は外目には奢りにも相見えるべきと心得控えている儀は、却って非常の為にならないことであるので、これ等の儀は貪着に及ばないこと。

一、大庄屋共は近年検見の節、帯刀を差免されているが、役威に幕り小前の者共を押し付けるようになり、末々村の為にも宜しくないことであるので、向後帯刀を差し留められる。

○Financial affairs have long been inadequate, and when the Reiganjima residence suffered fire damage this spring, immediate reconstruction work was ordered one after another. However, due to critical obstacles, His Lordship made exceptional decisions to consult with important officials and submit petitions to the shogunate. From this Year of the Ox (Bunsei 12, 1829) for ten years, comprehensive cost-cutting measures for financial recovery have been ordered. Regarding the retainers, from this year for seven years, half-reduced rice loans will be requested. Although this will cause increased hardship on top of existing poverty, which causes His Lordship great concern, it is unavoidable fate, so everyone must exercise patience and perform their duties faithfully. Further announcements may follow. This matter is to be communicated as ordered.

○From this Year of the Ox for ten years, comprehensive cost-cutting measures beginning with His Lordship's household for financial recovery have been announced. To reduce various miscellaneous expenses in rural areas and increase tax collection, the following control measures are ordered:

1. Regarding gifts from peasants to officials: Although this has been prohibited repeatedly, it appears to have gradually slackened. Originally, it is improper for village officials and leading figures to come to the castle town and associate with domain retainers through connections. Henceforth, contact with officials other than direct supervisors is prohibited. Even when meeting with direct supervisors, gifts of local tea garden products and such are strictly forbidden.

1. Village headmen and those granted special privileges, regardless of their status, both men and women, shall not use silk fabrics for saki-ori, cotton garments, obi sashes, sleeve openings, collars, etc. Silk materials are strictly prohibited.
　　However, formal dress received from domain retainers, including kamishimo, hakama, and other garments with silk threads, are strictly forbidden to wear.

1. Regarding rural construction: Recently there has been a trend toward preferring luxury. Henceforth, except for sturdy construction, pursuing luxury is strictly forbidden.
　　However, for storehouses and granaries for storing miscellaneous grains and farm tools, restraining oneself thinking they might appear extravagant from the outside would actually be useless in emergencies, so such concerns are unnecessary.

1. Village headmen have recently been permitted to wear swords during inspection visits, but this has led to abuse of authority and oppression of lower-ranking people, which is ultimately harmful to villages. Therefore, sword-wearing is henceforth prohibited.
