一在々之者御城下へ罷出候節ハ勿論居村ニ而も女たるもの青傘表付候織物之結付候
下駄草履相用之儀無用之事男わらし藁草履之外無用之事
一大庄屋村役人頭立候者共御用筋ニ而御城下へ罷出候節近年料理屋或ハ肴屋等へ
致止宿甚奢ケ間敷儀も有之哉ニ候此等之儀何も村盛ニ相成小百姓共之難儀ニ
相成候趣ニ候依之以来御城下へ罷出候者旅籠屋商売致候者之方へ木賃同様ニ而
致止宿可申尤近在之者ハ可相成丈日帰りニ致可申事
一村方出入申分等有之節扱之者指図を以御城下府中三国金津等へ致出張取揃候
儀も有之哉ニ候此等之儀ハ堅無用ニ可致候以来ハ扱之者於居宅申談候様且又懸り合
村人共之儀遠路無拠者手間取ニ相成候節扱之者宅又ハ其村へ止宿可致事
一御領分百姓共縁組之儀本保領御預所并他領ゟ之縁組畢竟奢ニ長し候基ニ
候へハ以来右之領ニゟ致縁組候儀堅無用之事
一役人出在之節町扶持方米を以相賄ひ茶計指出村ゟ内等無之様可申付事
一御代官方始在々へ出役有之候面々於在々費無之人足遣方等迄相減候様夫々被仰付候事
一四郡割人足相嵩不申様趣法相立可被相達事
一川除道橋普請厚心配を以省略筋趣法相立可被申達事
一郡奉行始出在之儀是迄之仕来ニ候共精誠出在無之普請所組之者出張等之儀も
勘弁致方可有之事
一右ケ条之外吟味之上追々省略可被仰付候へ共猶又於役所も致勘弁可被相達候
御鵜方へ 渋谷権左衛門
○当丑年ゟ云々左之通可被取計候
一諸向定式見分被相止候間於御鵜方も川見分御用可成丈相減尤近在之分ハ持弁
当ニ而被帰ニ取扱可申事
但検見等有之節ハ一統歩行御奉行郡奉行之分ハ手人召連其以下御貸人日
雇等相渡可成丈村人足遣不申様物之扶持方米を以相賄休泊共茶計指出村
ゟ内等無之様被仰付候間右取扱ニ准シ可申事
一在々人足遣方格別相減勘弁可致事
一是迄仕来ニ候共耕作差支候儀ハ勿論都而村為不宜儀ハ可成丈用捨可致事
一在々諸事締方并音物之儀所之野菜物たり共被指留候旨郡奉行へ被仰付候間
左様可被相心得事
右之通被仰出候間宜被取計候
御代官へ 御奉行
○当丑年ゟ拾ケ年之間御手元を始万端御省略御勝手御取続之御趣法被仰付
現代語訳
一、在々の者が御城下へ罷り出る際はもちろん、居村においても女たる者が青傘・表付きの織物の結び付いた下駄草履を相用いることは無用のこと。男童は藁草履以外無用のこと。
一、大庄屋・村役人・頭立つ者共が御用筋にて御城下へ罷り出る節、近年料理屋或いは肴屋等へ止宿し、甚だ奢侈な儀もあるようである。これ等の儀はいずれも村費となり小百姓共の難儀となる趣である。これにより以来、御城下へ罷り出る者は旅籠屋商売をする者の方へ木賃同様にて止宿すべきこと。もっとも近在の者は成る丈日帰りにすべきこと。
一、村方で出入り・申し分等がある節、扱い人の指図により御城下・府中・三国・金津等へ出張し取り揃える儀もあるようであるが、これ等の儀は堅く無用にすべきである。以来は扱い人の居宅において申し談じるよう。また関係する村人共の儀で遠路やむを得ない者が手間取りとなる節は、扱い人宅又はその村へ止宿すべきこと。
一、御領分百姓共の縁組の儀について、本保領・御預所並びに他領からの縁組は畢竟奢侈に長ずる基であるので、以来右の領からの縁組は堅く無用のこと。
一、役人出在の節、町扶持方米を以て相賄い、茶のみ指し出し、村からの内等が無いよう申し付けること。
一、御代官方をはじめ在々へ出役のある面々について、在々における費用が無く、人足遣い方等まで相減するようそれぞれ仰せ付けられたこと。
一、四郡割人足が相嵩まないよう趣法を相立て申し達すべきこと。
一、川除・道橋普請は厚く心配を以て省略筋の趣法を相立て申し達すべきこと。
一、郡奉行をはじめ出在の儀はこれまでの仕来りであるが、精誠の出在が無く、普請所組の者の出張等の儀も勘弁する方があるべきこと。
一、右ヶ条の外、吟味の上追々省略が仰せ付けられるであろうが、なお又役所においても勘弁し申し達されたい。
御鵜方へ 渋谷権左衛門
○当丑年より云々、左の通り取り計らわれたい。
一、諸向定式見分を相止められたので、御鵜方においても川見分御用を成る丈相減し、もっとも近在の分は持弁当にて帰りに取り扱うべきこと。
ただし検見等ある節は一統歩行、御奉行・郡奉行の分は手人を召し連れ、それ以下は御貸人・日雇等を相渡し、成る丈村人足を遣わないよう。物の扶持方米を以て相賄い、休泊とも茶のみ指し出し、村からの内等が無いよう仰せ付けられたので、右取り扱いに准じるべきこと。
一、在々人足遣い方を格別相減し勘弁すべきこと。
一、これまでの仕来りであっても、耕作に差し支える儀はもちろん、すべて村の為に宜しくない儀は成る丈用捨すべきこと。
一、在々諸事締方並びに音物の儀、所の野菜物等とも指し留められる旨が郡奉行へ仰せ付けられたので、そのよう心得られたい。
右の通り仰せ出されたので宜しく取り計らわれたい。
御代官へ 御奉行
○当丑年より十ヶ年の間、御手元をはじめ万端御省略により御勝手御取続の御趣法が仰せ付けられ

1. When people from rural areas come to the castle town, and naturally even in their home villages, women shall not use blue umbrellas, geta or zōri with decorative woven fabric attachments. Male children shall use nothing other than straw sandals.
1. When village headmen, village officials, and leading figures come to the castle town on official business, recently some have been staying at restaurants or fish shops, engaging in extremely extravagant behavior. All such activities become village expenses and cause hardship for small farmers. Therefore, henceforth those who come to the castle town shall stay at inn operators' establishments paying only basic wood money rates. Those from nearby areas should return home the same day whenever possible.
1. When there are disputes or complaints in village matters, under the mediator's direction, people sometimes travel to the castle town, Fuchū, Mikuni, Kanazu, etc., to make arrangements. Such practices shall be strictly prohibited. Henceforth, consultations shall be held at the mediator's residence. When people from related villages must travel long distances unavoidably and this causes delays, they shall stay at the mediator's house or in that village.
1. Regarding marriages of peasants in the domain: marriage alliances with people from main domain, entrusted territories, and other domains ultimately lead to extravagance, so henceforth marriages with people from such territories are strictly prohibited.
1. When officials go to rural areas, they shall be provided for with town stipend rice, with only tea served, and there shall be no contributions from villages.
1. Regarding the deputy governors and others assigned to rural duties: it has been ordered that there be no expenses in rural areas, and even labor assignments should be reduced.
1. Methods shall be established and communicated to prevent the increase of four-district corvée labor.
1. For river maintenance and road-bridge construction: with careful consideration, cost-cutting methods shall be established and communicated.
1. Regarding rural visits by district magistrates and others: although this has been customary, when there are no sincere visits and deployment of construction supervisors, there should be ways to exercise restraint.
1. Besides the above articles, after examination, additional cost-cutting measures will be ordered, but further restraint should be exercised and communicated at the offices as well.
To the Cormorant Office Shibuya Gonzaemon
○From this Year of the Ox, etc., the following shall be implemented:
1. Since routine inspections in various sectors have been suspended, river inspection duties at the Cormorant Office should also be reduced as much as possible. For nearby areas, people should bring their own lunches and handle matters on their return journey.
However, when there are crop inspections, etc., everyone shall go on foot. Magistrates and district magistrates may bring attendants, but those below shall be provided with borrowed personnel and day laborers, avoiding the use of village labor as much as possible. Provisions shall be made with stipend rice, with only tea served during rest stops, and no contributions from villages, as ordered. Handle according to these arrangements.
1. The use of rural labor shall be significantly reduced with restraint exercised.
1. Even if customary, anything that interferes with cultivation or is generally harmful to villages should be avoided as much as possible.
1. Regarding rural administrative control and gifts: the district magistrates have been ordered that even local vegetable products and such are prohibited. This should be understood accordingly.
