 候ニ付第一之御収納方御取増無之候而ハ御趣法も難相立候処謂なく御取増  難被仰付候依之在々諸雑費相減御取増出来候様被仰付候間於御代官方も  厚出精可有之候右取扱方左之通 一是迄定式之見分都而被相止過分之無毛荒所等出来候節ハ厚吟味之上見  分可差出事猶委細之儀ハ廻而於御勤定所吟味之上可申付事 一当年検見相止ニ付御代官方内検見之儀も相止可申事   但検見被指出候節ハ御奉行始廻在之節歩行ニ而相勤可申事御奉行郡奉行    之分ハ《割書:云々|同前》村与内等無之様御代官方ゟ可申付事 一不時見分之節持弁当ニ而可成丈日帰ニ取扱可申休泊取扱之儀ハ検見ケ条之  通相心得可申事 一御代官方廻在之節都而右同断 一郡方山方用水方川除方御鷹方等都而在々へ御用有之罷出候儀成丈相減尤諸  人足遣方泊賄等前条之通取扱候様夫々へ被仰付四郡割人足等之儀も相減候様  御吟味有之筈ニ候 一百姓共暮方を始諸事前々ゟハ奢ケ間敷儀も相聞候ニ付万端締方之儀郡奉行  へ仰付候事 一右之通被仰付候ニ付而ハ下行米之類并御手当拝借共当年ゟ御年限中  止可申事   但難相止訳合有之分於御勘定所厚遂吟味取扱可申事 一今年検見相止候へ共免席相立相極可申事 一検見并不時出在前後出在之面々為挨拶相尋候儀別而泊村之大庄屋  御用達村役人共挨拶ニ罷出候儀毎度相触候へ共心得違之族も相聞候以後堅  不罷出候様可被申付候若心得違之者有之候へハ名元留置急度可及沙汰候間  其段可申付事       山奉行へ ○当丑年ゟ云々御鵜方と同断 一諸向定式之出在被相止候間於山方も可成丈出在相減無拠見分之節ハ持弁  当ニ而精誠日帰ニ取扱可申事   但御鵜方と同断 一出在前後村役人共出在之面々へ為挨拶相尋候儀別而泊村之役人共挨  拶罷出候儀以後堅不罷出候様可被申付候 一在々諸事締方云々御鵜方と同断

現代語訳

ついては第一に御収納方(税収)の御取増(増収)が無くては御趣法(財政改革)も立て難い所、いわれなく御取増を仰せ付け難く、これにより在々の諸雑費を相減じ御取増ができるよう仰せ付けられたので、御代官方においても厚く出精されたい。右取扱方は左の通り。 一、これまでの定式の見分はすべて相止め、過分の無毛荒所等ができた節は厚く吟味の上見分を差し出すこと。なお委細の儀は回って御勤定所において吟味の上申し付けること。 一、当年検見相止めにつき、御代官方の内検見の儀も相止めること。   ただし検見を指し出される節は、御奉行をはじめ回在の節は歩行にて相勤めること。御奉行・郡奉行の分は村与の内等が無いよう御代官方より申し付けること。 一、不時見分の節は持弁当にて成る丈日帰りに取り扱うこと。休泊取扱の儀は検見ヶ条の通り心得ること。 一、御代官方回在の節はすべて右同断。 一、郡方・山方・用水方・川除方・御鷹方等すべて在々へ御用があり罷り出る儀を成る丈相減じ、もっとも諸人足遣い方・泊賄等は前条の通り取り扱うようそれぞれへ仰せ付け、四郡割人足等の儀も相減するよう御吟味があるはずである。 一、百姓共の暮らし方をはじめ諸事、前々より奢侈間敷儀も相聞えるにつき、万端締方の儀を郡奉行へ仰せ付けたこと。 一、右の通り仰せ付けられるについては、下行米の類並びに御手当・拝借とも当年より御年限中止めること。   ただし止め難い訳合いのある分は、御勘定所において厚く吟味を遂げ取り扱うこと。 一、今年検見相止めであるが、免席は相立て相極めること。 一、検見並びに不時出在前後、出在の面々への挨拶として相尋ねる儀、別けて泊村の大庄屋・御用達・村役人共が挨拶に罷り出る儀、毎度相触れているが心得違いの族も相聞える。以後堅く罷り出ないよう申し付けること。もし心得違いの者があれば名元留置き急度沙汰に及ぶので、その段申し付けること。       山奉行へ ○当丑年より云々、御鵜方と同断 一、諸向定式の出在を相止められたので、山方においても成る丈出在を相減じ、やむを得ない見分の節は持弁当にて精誠日帰りに取り扱うこと。   ただし御鵜方と同断。 一、出在前後、村役人共が出在の面々へ挨拶として相尋ねる儀、別けて泊村の役人共の挨拶罷り出る儀、以後堅く罷り出ないよう申し付けること。 一、在々諸事締方云々、御鵜方と同断。

Therefore, first, without an increase in tax collection (goshunou-kata), the financial reform (goshuhou) would be difficult to implement. However, since it is unreasonable to order tax increases without justification, it has been ordered that various rural expenses be reduced to enable increased collection. The deputy governors should work diligently on this matter. The handling methods are as follows: 1. All routine inspections conducted thus far shall be suspended. When severely barren or abandoned lands appear, inspections shall be conducted only after thorough examination. Details shall be handled after examination at the Administrative Office. 1. Since crop inspections are suspended this year, internal inspections by the deputy governors shall also be suspended.   However, when crop inspections are ordered, magistrates and others during their rounds shall conduct them on foot. For magistrates and district magistrates, deputy governors shall ensure there are no village contributions. 1. For emergency inspections, people shall bring packed lunches and return the same day whenever possible. Regarding overnight stays, follow the regulations for crop inspections. 1. When deputy governors make their rounds, all the above applies equally. 1. District administration, mountain administration, irrigation administration, river maintenance administration, falconry administration, etc.—all official visits to rural areas shall be reduced as much as possible. Labor assignments, lodging, and meals shall be handled according to previous articles, as ordered to each respective office. Four-district corvée labor shall also be reduced through examination. 1. Regarding peasants' way of life and all matters: since extravagant behaviors have been reported, comprehensive administrative control has been ordered to district magistrates. 1. According to the above orders: stipend rice distributions, allowances, and loans shall all be suspended from this year during the designated period.   However, cases that cannot be suspended for unavoidable reasons shall be handled after thorough examination at the Accounting Office. 1. Although crop inspections are suspended this year, tax assessment meetings shall be established and determined. 1. Regarding visits to officials before and after crop inspections and emergency deployments, particularly village headmen, official agents, and village officials coming to pay respects: although this has been repeatedly announced, some misunderstand. Henceforth, such visits are strictly prohibited. If anyone misunderstands, they will be detained at their place of registration and severely punished, so this shall be ordered.       To the Mountain Magistrate ○From this Year of the Ox, etc., same as for the Cormorant Office 1. Since routine deployments in various sectors have been suspended, mountain administration shall also reduce deployments as much as possible. For unavoidable inspections, people shall bring packed lunches and sincerely handle matters as day trips.   However, same as for the Cormorant Office. 1. Regarding village officials visiting deployed personnel before and after deployments for greetings, particularly officials from lodging villages coming to pay respects: henceforth such visits are strictly prohibited. 1. Regarding comprehensive rural administrative control, etc.: same as for the Cormorant Office.
