estimates should be submitted
1. Regarding field enclosures, roads, bridges, irrigation waterways, drainage, river dredging, and coastal construction work, during the designated period these should be handled and maintained by each village
However, among these matters, for locations where there are disputes or regulations, and where obstacles would arise without sending minor magistrates to make estimates, a small number of auxiliary laborers should be dispatched as before
1. Regarding the four-district shared construction projects, these will not be undertaken during the designated period, but if there are districts and villages experiencing hardship and matters beyond their own capacity, estimates and construction should be ordered after investigation in each domain
1. Since in recent years village festivals have increased and there are signs of hardship, as ordered last year, arrangements should be made to reduce them as much as possible, and district office repair expenses should also be reduced, with government offices taking responsibility for construction management from now on

○Regarding this main castle construction project, since it is within the castle grounds where external appearance is not a concern, and moreover this is a time of reform, without being bound by previous precedents, ceremonial duties should be omitted and all matters should be handled simply to accomplish official business. Each department should thoroughly investigate and report accordingly
