○当年御代替殊ニ御暇御順年ニも被為在候ニ付是非御入部被遊度思召既ニ御内願等迄差出候
処御拾七歳以下ニ而ハ公儀御規定通も有之表向御願之儀御差留被成候依之乍御残念
当年ハ無御処御滞府被遊候第一御国締方専要之儀ニ候へハ既ニ御定法相守御奉公
精ニ入可相勤候此段申渡候様被仰出候

一無判奉書売買之儀ハ前々ゟ御法度ニ候処近来等閑之儀相聞猶又五箇
村漉之外他村ニ而漉候ハヽ奉書ハ無判ニ而も不苦哉ニ相心得取扱来候者も有
有【衍】之旨粗相聞不届之事ニ候仍之急度可被及御沙汰候へ共此度之儀ハ御用
捨被成下候 以来御城下紙屋共ハ勿論四郡在々紙屋共締方相立他所他
領紙屋たり共無判之奉書見受候ハヽ密々筋合を相糺抜紙之趣ニ候ハヽ無遠慮
其出所可申達事
但御領分紙屋共之内万一無判之奉公取扱見受候ハヽ奉書取揚急度
御咎可被仰付事
一福井紙屋共之儀先年株札相定連判状差上之通愈御法通厳重相守

一在々紙屋共之儀此度家数相定株札相渡可申事
附当時紙屋之外追而相願候者有之候ハヽ其時ニ吟味之上可被仰付事
一福井紙問屋共之内年行司被仰付置無判之奉書吟味方被仰付候事株札

有之ニ付先年も夫々御咎被申付候処又々近年無判之奉書致売買候者有之
趣不届之事ニ候依之急度可被存御沙汰候処此度之儀ハ御宥免被成下候間以
来御法通堅相守可申候猶又此度為締福井紙屋共之内吟味方申付

諸月番へ
○当年は御代替わり、殊に御暇が御順年にもあたっているため、是非とも御入部を遊ばしたいとの思召しで、既に御内願等まで差し出されたところ、御十七歳以下では公儀の御規定通りもあり、表向きの御願いの儀は御差し留めになった。これにより御残念ながら当年は処置なく御滞府を遊ばされる。第一、御国締方が専要の儀であるので、既に御定法を相守り、御奉公を精励に勤めるべきである。この段申し渡すよう仰せ出された。
三月二十九日 支配のある面々末々まで
支配頭
一、無判奉書売買の儀は前々から御法度であるところ、近来等閑の儀が相聞こえ、なお又五ヶ村漉き以外の他村で漉く場合は奉書は無判でも苦しくないかのように心得て取り扱ってきた者もいる旨、粗々相聞こえ、不届きの事である。よって急度御沙汰に及ぶべきであるが、この度の儀は御用捨し下された。以来、御城下紙屋共は勿論、四郡在々の紙屋共の締方を相立て、他所他領の紙屋といえども無判の奉書を見受けた場合は、密々筋合いを相糺し、抜け紙の趣であれば遠慮なくその出所を申し達すべき事。
但し御領分紙屋共の内、万一無判の奉書取り扱いを見受けた場合は、奉書を取り上げ急度御咎めを仰せ付けられるべき事
一、福井紙屋共の儀は、先年株札を相定め連判状を差し上げた通り、いよいよ御法通り厳重に相守るべき事
一、在々紙屋共の儀は、この度家数を相定め株札を相渡すべき事
付け加えて、当時紙屋以外で追って相願う者があれば、その時に吟味の上仰せ付けられるべき事
一、福井紙問屋共の内、年行司を仰せ付け置き、無判の奉書吟味方を仰せ付けられる事。株札相定めの上、諸願いを初めとして、すべて紙屋共取り扱いの儀は福井年行司の者共へ相達すべきである。
右の通り仰せ出されたので、漏れのないよう相触れるべきである。

○This year being a succession year, and particularly as it coincides with the scheduled leave period, [the young lord] earnestly wishes to make his domain entry, and has already submitted internal petitions to that effect. However, since he is under seventeen years of age, there are official government regulations, and the formal petition has been deferred. Therefore, regrettably, this year he will unavoidably remain in Edo residence. First and foremost, domain administration is of paramount importance, so [you] must faithfully observe the established laws and serve with utmost dedication. This message is to be conveyed.
March 29th To all those with administrative responsibilities, down to the lowest ranks
Administrative Head
1. The sale of unsigned hosho paper has been prohibited from long ago, but recently laxness has been reported. Furthermore, some have been handling [such paper] under the mistaken belief that hosho paper is acceptable even without official seals when produced in villages other than the five designated papermaking villages. This has been roughly reported and is improper conduct. Therefore, this should be subject to strict official censure, but this time it will be pardoned. Henceforth, not only the paper merchants of the castle town but also those in the four districts and rural areas shall establish control measures. Even paper merchants from other places and domains, if found handling unsigned hosho paper, shall be secretly investigated regarding the circumstances, and if it appears to be contraband paper, its source shall be reported without hesitation.
However, if any paper merchants within the domain territory are found handling unsigned hosho paper, the paper shall be confiscated and strict punishment shall be imposed.
1. Regarding the Fukui paper merchants, they shall strictly observe the laws as established when stock certificates were determined and joint pledge documents were submitted in previous years.
1. Regarding rural paper merchants, their numbers shall be determined this time and stock certificates shall be distributed.
Additionally, if anyone other than current paper merchants later petitions [for permission], it shall be granted after examination at that time.
1. Among the Fukui paper wholesalers, annual administrators shall be appointed and charged with examining unsigned hosho paper. After stock certificates are determined, all matters concerning paper merchant operations, starting with various petitions, shall be communicated to the Fukui annual administrators.
The above has been ordered, so it shall be announced without omission.
