置候其段相心得可申事
右之通被仰出候間惣紙屋共以来心得違無之様万一不法之者於有之ハ
格別重キ御咎可被仰付候間此段末々迄不洩様可被申渡候

来相弛心得違之者も有之既ニ先年も御咎被仰付候然処又候無判之奉
書取扱候者有之趣粗相聞不届之儀ニ付吟味之上可被及御沙汰処此度之
儀ハ御宥免被成下候間以来御法通厳重相守可申万一不法之者於有之者
急度御咎等可被仰付事
一此度為締福井紙屋共之内へ吟味方申付候間其段相心得可申事

漉舟改役
三人之者へ
○漉舟改役之者共勤方安永四未年先規之通被仰渡其後元々厳重
被仰出も有之候処吟味筋等閑之儀有之先年も咎申付候然処又候無
判奉書売買仕者有之趣粗相聞不届之事ニ候全吟味方不参届
不相済事ニ付夫々可被及御沙汰候処此度御宥免被成下候間前
ニ被仰出候通月々漉屋共家毎ニ無懈怠相廻り巨細漉高相改可
申候等閑之勤方於有之ハ急度可被及御沙汰事ニ候尚又以来為
締終日見廻之外五箇村ハ勿論其余他所へ時々罷越吟味筋相
勤候様被仰付候間此段厚心配可相勤候尤存付之儀も有之候ハヽ出役方

奉書致売買候者有之不届之事ニ候依之急度可被及御沙汰処此度

置かれた。その段を心得るべき事。
右の通り仰せ出されたので、総紙屋共は以来心得違いのないよう、万一不法の者がいた場合は格別重い御咎めを仰せ付けられるので、この段末々まで漏れのないよう申し渡すべきである。

一、この度締めのため福井紙屋共の内へ吟味方を申し付けたので、その段を心得るべき事。
右の通り仰せ出されたので、総漉き屋共並びに仲買商人共は心得違いなく、御法通り急度相守るべき旨、末々まで漏れのないよう申し渡すべきである。
漉舟改役
三人の者へ
○漉舟改役の者共の勤め方は安永四未年の先規の通り仰せ渡され、その後も元々厳重に仰せ出されたこともあったところ、吟味筋等閑の儀があり、先年も咎めを申し付けた。然るところまた無判奉書売買をする者がいる趣、粗々相聞こえ不届きの事である。全く吟味方が不行き届きで済まされない事につき、それぞれ御沙汰に及ぶべきところ、この度は御宥免し下されたので、前に仰せ出された通り、月々漉き屋共の家毎に懈怠なく相回り、巨細に漉き高を相改めるべきである。等閑の勤め方があれば急度御沙汰に及ぶ事である。なお又以来締めのため、終日見回りの外、五箇村は勿論その余他所へ時々罷り越し、吟味筋を相勤めるよう仰せ付けられたので、この段厚く心配して相勤めるべきである。もっとも存じ付きの儀もあれば、出役方へ申し談ずべきである。

○無判奉書売買の儀は前々から御法度であるところ、近来等閑の儀が相聞こえ、なお又五箇村漉き以外の他村で漉き立てた奉書は無判で苦しくないかのように心得て取り扱ってきた者もいるため、先年もそれぞれ御咎めを仰せ付けられたところ、また近年無判の奉書を売買する者がおり、不届きの事である。よって急度御沙汰に及ぶべきところ、この度は

○Regarding the general control of the Five Villages, this was re-announced in Anei 4 (1775), Year of the Sheep, and has been repeatedly ordered since then, but recently there has been laxness and those with misunderstandings, and punishments were already imposed in previous years. However, there are again those handling unsigned hosho paper, which has been roughly reported as improper conduct. This should be subject to investigation and official censure, but this time clemency has been granted, so henceforth the laws must be strictly observed. If there are any lawbreakers, strict punishments will be imposed.

○The duties of the paper boat inspectors were announced according to the precedent of Anei 4 (1775), Year of the Sheep, and there have been subsequent strict orders, but there has been negligence in inspection duties, and reprimands were issued in previous years. However, there are again those engaging in the sale of unsigned hosho paper, which has been roughly reported as improper conduct. This is entirely due to inadequate inspection and cannot be excused, so each should be subject to official censure, but this time clemency has been granted. Therefore, as previously ordered, [you] must visit each papermaker's house monthly without negligence and examine production volumes in detail. If there is negligent performance of duties, strict official censure will follow. Furthermore, for control purposes from now on, in addition to daily rounds, [you] are ordered to occasionally visit not only the Five Villages but also other places to conduct inspection duties, so [you] must perform these duties with great care.
