荒子頭

一此度御作事役所諸入用減方被仰渡候間材木役所之儀も諸材木割物等右ニ准

一御台子方炭奥向油蝋燭御手水部ヤ炭御風呂屋薪御茶方炭向々御定
金之分御年限中高ゟ二割被相減事

現代語訳
一、御役儀につき帳紙代として、これまで追々減額方法ができた上、当時相渡している御用紙代を御年限中は相止めること
御金奉行 御奉行
一、御金方役所減銀被下の件、百匁につき三分ずつのところ、御年限中は二割減じること

一、舟橋御修復請負は去る申年より一割減じられ、戌年より下地の通りに相成ったが、御年限中は高より五分減じること

一、御代官所村々拝借米一割減・五分減上納跡、年々拝借してきた分は近年は八ヶ年・十一ヶ年の年数にて御捨て被成されたが、格別の御時節柄につき、右御捨て被下されるべき筋合いの村々は向後永年賦を仰せ付けられること
ただし永年賦年限の件は追って仰せ渡されること
御台所方
一、御台所向御入用のうち、江戸・京・大坂をはじめ他所への御進物に相成る諸肴・雲丹とも定直段のうち一割減じること
ただし差し掛かる御用向、諸役所が印形を致し跡取扱いに相成る品もある趣、以後は御台所頭同目付が前もって精査するよう取り調べ相伺いすべきこと
荒子頭
一、定渡荒子の分は御年限中はこれまで相渡していた人数の高より半分相渡すべきこと
ただし人不足にて日雇を召し遣わす節は、不残揚人に取り計らい差支えに相成る向々は役所締切のこと
材木奉行
一、この度御作事役所諸入用減方を仰せ渡されたので、材木役所の件も諸材木割物等右に准じ相減すべき件につき、その心得をもって厚く勘弁取り計らうべきこと
御坊主頭
一、御台子方炭・奥向油蝋燭・御手水部屋炭・御風呂屋薪・御茶方炭、向々の御定金の分、御年限中高より二割減じること

一、所々御修復定請負銀渡しの分、御年限中高より二割減じること
一、大安寺御修復の節、瓦方並びにその外とも出役の者へ近来新規に被下していた塩味噌代渡しの件、御年限中は相止めること

1. Regarding official duties, for account paper expenses, since methods for gradual reduction have been established, the official paper allowances currently distributed shall be suspended during the designated period.
Finance Magistrate and Magistrates:
1. Regarding reduced silver allowances for the Finance Office, whereas three parts per hundred monme were given, this shall be reduced by 20% during the designated period.
Shiōten Matahachi:
1. The contracted repairs for the boat bridge were reduced by 10% from the previous Year of the Monkey, and returned to the original rate from the Year of the Dog, but during the designated period it shall be reduced by 5% from the standard amount.
District Administrators:
1. Regarding the 10% and 5% reductions in borrowed rice from villages under district administration offices, and regarding arrears from annual borrowings - while in recent years debts have been forgiven after 8 to 11 years, given the exceptional nature of current times, villages that should receive debt forgiveness shall henceforth be assigned permanent installment payments.
Note: The term limits for permanent installments shall be announced separately.
Kitchen Department:
1. Among kitchen expenses, the standard prices for various fish and sea urchin gifts sent to Edo, Kyoto, Osaka, and other places shall be reduced by 10%.
Note: Since there are apparently items that require immediate attention and are handled by various offices with official seals, henceforth the Kitchen Supervisor and Inspector shall investigate and inquire about thorough advance screening.
Laborer Supervisor:
1. For regular laborer allocations, during the designated period, half of the previous number shall be assigned.
Note: When hiring day laborers due to staff shortages, departments that would face difficulties in managing all personnel shall close their offices.
Timber Magistrate:
1. Since orders have been issued to reduce various expenses for the Construction Office, the Timber Office shall also reduce timber and split wood supplies accordingly, and shall exercise careful judgment in making arrangements with this understanding.
Buddhist Priest Supervisor:
1. For tea ceremony charcoal, inner quarters oil and candles, washroom charcoal, bathhouse firewood, and tea room charcoal - the regular allocations for these shall be reduced by 20% from the standard amount during the designated period.
Separate Document:
1. Silver payments for contracted repairs at various locations shall be reduced by 20% from the standard amount during the designated period.
1. During repairs at Daian Temple, the newly instituted salt and miso allowances for tile workers and other personnel shall be suspended during the designated period.
1. When Administrative Office personnel travel to rural areas for management purposes and wasteland inspection, whereas previously saddle horses or post horses were provided, the substitute daily allowance of 1 monme 5 bu for travel expenses shall be reduced by 20% from the standard amount during the designated period.
