窮至極之駅場ニ付宝暦六年以来為御手当た葉粉駄荷口銭壱斤
ニ付壱厘五毛ツヽ受取五毛ハ運上御免被成下候処近年大野ニ而割たはこ隠
売買多相成葉たはこ之分段々減少ニ相成候ニ付此度御当所ニ而大野た
葉粉取扱候問屋漆屋清右衛門岡本屋甚兵衛与申者大野表へ罷越割
た葉粉之儀も葉た葉粉同様口銭を以広ク致売買度趣彼表商人
共へ及熟談聊故障無之猶以融通宜旨ニ候間是迄他所割たはこ御
停止之処広く商売御免被成下壱斤ニ付壱厘五毛ツヽ口銭受取葉た
はこ之割合を以三歩通為運上上納仕候ハヽ追々益通ニも相成可申候間

○当御城下の宿役である石場・松本問屋共の件は、馬借・諸人足まですべて相勤めて困窮極まりの駅場につき、宝暦六年以来御手当てとして葉煙草駄荷口銭一斤につき一厘五毛ずつ受け取り、五毛は運上御免許を下されたところ、近年大野において割煙草の隠れ売買が多くなり、葉煙草の分が段々減少することになったにつき、この度御当所において大野煙草粉を取り扱う問屋である漆屋清右衛門・岡本屋甚兵衛という者が大野表へ赴き、割煙草粉の件も葉煙草粉同様に口銭をもって広く売買したい趣を、彼の地の商人共へ熟談し、いささかも故障なく、なお以て融通がよい趣であるので、これまで他所の割煙草は御停止のところ、広く商売御免許を下され、一斤につき一厘五毛ずつ口銭を受け取り、葉煙草の割合をもって三歩通りを運上として上納仕るならば、追々益々通じるようにもなり申すべきであるので、何とぞ右の通り御免許を下されるよう、石場・松本両問屋並びに煙草粉問屋共から願書を差し出し、その段を御家老中へ相達したところ、願いの通り申し付けるよう申し聞けられた。

○先達て誓願寺村の者共が願い出た上で、芝居小屋の地面の件を宝蔵寺裏手において石場畑方地面の内御茶園地に仰せ付け御貸しなされたところ、故障があったにつき、右地面は畑方へ相返し、立矢口往来道端東の方、同畑方地面の内御茶園地に仰せ付け御貸しなされた。
八月十一日
江戸において 御用人
○御徒の者共の他行の節、これまで組頭印形の紙札において御門所で出入りしたところ、以後無札において出入り、願いの通り仰せ付けられた。これにより勤番・定雇共に御供の人数を相揃え置き、その余の分は銘々他出の方角を相糺し、組頭が申し達するよう申し渡し取り計らうべきである。
御目付
○右同趣を申し渡すので、その段を相心得、宜しく取り扱われたい。

○ Regarding the post station duties of Ishiba and Matsumoto wholesale merchants in the castle town, since they serve all the way down to horse handlers and various laborers and are in extreme financial distress as a post station, since Hōreki 6 (1756), as relief assistance, they have been receiving 1 rin 5 mō per kin for leaf tobacco transport fees, with 5 mō exempted from transport tax. However, in recent years, illicit trading of processed tobacco has increased in Ōno, causing a gradual decrease in leaf tobacco. Therefore, this time, tobacco powder dealers from our locality - Urushiya Seizaemon and Okamotoya Jinbei - who handle Ōno tobacco powder, went to Ōno territory and thoroughly discussed with the local merchants their desire to broadly trade processed tobacco powder with the same commission fees as leaf tobacco powder. There were no objections whatsoever, and the arrangement would be even more convenient. So whereas processed tobacco from other places has been prohibited until now, if broad trade is permitted, receiving 1 rin 5 mō commission per kin, and paying transport tax at three-tenths the rate of leaf tobacco, business would gradually become even more profitable. Therefore, Ishiba and Matsumoto wholesale merchants along with tobacco powder dealers submitted petitions requesting permission for the above arrangement. When this matter was communicated to the Senior Councilors, they instructed that the request be granted as petitioned.

○ Previously, upon petition by people from Seikanji village, the site for a theater building was designated as tea garden land within the Ishiba farmland area behind Hōzōji temple and lent out. However, due to problems that arose, that land was returned to farmland, and tea garden land within the same farmland area on the east side of Tateyaguchi highway was designated and lent out instead.

○ Regarding the foot soldiers' travels, whereas until now they entered and exited the gate compound with paper passes bearing the group leader's seal, henceforth entry and exit without passes has been granted as petitioned. Accordingly, both regular duty soldiers and fixed employees should have their escort personnel assembled, and for the remainder, each individual's destination for outings should be investigated and reported by the group leader, as shall be communicated and arranged.
