　之儀ハ御宥免被成下候間以来御法通厳重相守可申候　尚又此度為
　締福井紙屋共之内へ吟味方申付置候間其段相心得可申事
　右之通被仰出候間惣紙屋共以来心得違無之様万一不法之者於有之
　者格別重キ御咎可被仰付候間此段不洩様可申渡事

　湊御難渋之儀共ニ候元来御収納御余計無之御勝手向故年々御不足相立

　締筋厳重之取計無之半而ハ不相済候ニ付此度都而御改革格別之御倹約被
　仰出候面々御差支候程常々厚致承知置御勤向御用途之外御平日御用御
　内輪之儀幾重ニも致心配是迄之振合ニ不拘御改革之御省略誠精取計御勝
　手向御取続候御趣法相立取扱方ニ而御事軽ニ相済候儀等至而加分之儀たりとも御損
　益之筋相弁御為之儀潔白ニ可相勤候益御指支ニ及候而ハ御苦労之事候間此旨面々
　存詰一統相和シ候而役筋勘弁申談候儀肝要之事ニ候且御省略有之可然儀并
　御益筋存寄候儀も有之候ハヽ御取用之有無ニ不拘可相達候尤前々被仰出候通賄
　賂之音物堅受申間敷事ニ候

○御家中始都而被下銀米是迄御省略筋度々被仰出候得共勘弁出来兼候向も有之
　候処此度格別之御改革ニ付以来都而被下類被相止候乍然其筋ニより無拠向ハ其訳
　合御吟味之上別段之御評議可有候事ニ候
一御金方従来之振合并無拠分ハ御評議を以相借銀被仰付候へ共此度御改革ニ付以
　来都而被相止候乍然無拠向も有之候ハヽ御吟味之上御札所銀之内利付拝借可被仰付

現代語訳

の儀は御宥免し下されたので、以来御法通り厳重に相守るべきである。なお又この度締めのため福井紙屋共の内へ吟味方を申し付け置いたので、その段を心得るべき事。
右の通り仰せ出されたので、総紙屋共は以来心得違いのないよう、万一不法の者がいる場合は格別重い御咎めを仰せ付けられるので、この段漏れのないよう申し渡すこと。

諸役向へ
○御勝手向は旧来御不如意につき種々御手繰を以て御引き送りし成されたが、臨時の御入用増し差し迫り御難渋の儀共である。元来御収納に御余計がなく御勝手向故、年々御不足が相立ち、やむを得ず御入用増しがある時は、なお受け追い送りがますます御差し支えとなる。左様であれば、なお以て平常の勘弁締め筋厳重の取り計らいがなくては済まされないため、この度すべて御改革格別の御倹約を仰せ出された。面々御差し支えする程、常々厚く承知しておき、御勤め向け御用途の外、御平日御用や御内輪の儀、幾重にも心配し、これまでの振り合いに関わらず御改革の御省略を誠精に取り計らい、御勝手向け御取り続きの御趣法を相立て、取り扱い方で御事が軽やかに済む儀等、至って些細の儀であっても御損益の筋を相弁え、御為の儀を潔白に相勤めるべきである。ますます御指し支えに及んでは御苦労の事であるので、この旨面々存じ詰め一統相和して役筋勘弁申し談ずる儀が肝要の事である。且つ御省略があるべき儀並びに御益筋存じ寄りの儀もあれば、御取り用いの有無に関わらず相達すべきである。もっとも前々仰せ出された通り、賄賂の音物は堅く受け申してはならない事である。
右の趣、末々に至るまで心得違いのないよう堅く申し付けること。

御中老へ
○御家中始めすべて被下銀米はこれまで御省略筋度々仰せ出されたが、勘弁出来兼ねる向きもあったところ、この度格別の御改革につき以来すべて被下類を相止められた。しかしながらその筋によりやむを得ない向きは、その訳合いを御吟味の上、別段の御評議があることである。
一、御金方は従来の振り合い並びにやむを得ない分は御評議を以て相借銀を仰せ付けられたが、この度の御改革につき以来すべて相止められた。しかしながらやむを得ない向きもあれば、御吟味の上、御札所銀の内利付拝借を仰せ付けられるべきである。

英語訳

this matter has been granted clemency, so henceforth [you] must strictly observe the laws. Furthermore, this time for control purposes, inspectors have been appointed among the Fukui paper merchants, so this matter should be understood.
As ordered above, all paper merchants henceforth should have no misunderstandings, and if there are any lawbreakers, particularly severe punishments will be imposed, so this matter should be conveyed without omission.

To All Officials
○The domain's finances have long been in difficulty, and although various expedients have been employed to manage affairs, emergency expenditures continue to mount, creating financial hardships. Originally, since revenues have no surplus and finances are tight, annual deficits accumulate, and when unavoidable additional expenses arise, the burden of carrying them forward creates even greater obstacles. Under such circumstances, without strict economizing measures and tight controls in ordinary times, [the situation] cannot be resolved. Therefore, this time comprehensive reforms and exceptional frugality have been ordered. Each [official], to the extent that [you] face difficulties, should constantly keep this well in mind, and beyond official duties and expenses, regarding daily official business and internal affairs, [you] should take utmost care. Regardless of past practices, [you] should sincerely implement the reforms and economies, establish financial methods for maintaining domain finances, and through handling methods that allow affairs to proceed smoothly, even in the most minor matters, [you] should distinguish between losses and gains and serve with integrity for the domain's benefit. If [we] fall into further difficulties, it will cause hardship, so it is essential that each [official] keep this in mind, work together harmoniously, and consult on administrative economizing. Moreover, if there are matters that should be economized or ideas for domain benefit, [these] should be reported regardless of whether they will be adopted. Of course, as previously ordered, bribery and gifts must strictly not be accepted.
The above principles should be strictly enforced down to the lowest ranks without misunderstanding.

To the Senior Councillors
○Regarding stipends in silver and rice granted to retainers and others, economizing measures have been repeatedly ordered, but some have been unable to manage accordingly. However, due to this exceptional reform, henceforth all such grants will be discontinued. Nevertheless, for those directions where [grants] are unavoidable, there will be separate deliberation after examining the circumstances.
1. Regarding the finance office, [officials] have been granted borrowing according to past practices and for unavoidable expenses through deliberation, but due to this reform, henceforth all [such borrowing] will be discontinued. Nevertheless, if there are unavoidable directions, after examination, interest-bearing loans from the official silver reserves may be granted.
