〇御改革御倹約之儀先達而被仰出候通是非量入制出之御法相立候様万端御取調
之事ニ候依之江戸表之儀御手元を始御不自由ニハ被為在候得共 思召を以御近習向
等も詰減被仰付候諸向も右ニ准し追々詰人被相減候是迄迚も御人少之処愈以太儀
之事ニ候へ共御為を存詰席合ニ不拘向違之場所兼勤たりとも先格ニ不泥存
付候儀ハ精誠申達出精有之候様被仰出候左様可被相心得候
一右之御趣意ニ付別紙之面々来辰年江戸詰御免被成候 但表詰七人略之
十二月十四日 但於江戸表も同十九日右同断被仰出奥表ニ而詰人都合拾四人御返被成候事

御用人
○御改革御倹約の件について先達って仰せ出された通り、是非とも量入制出の御法を相立てるよう万端御取調べの事である。これにより江戸表の件について御手元をはじめ御不自由におかれているが、思し召しをもって御近習向等も詰め減らしを仰せ付けられた。諸向もこれに準じて追々詰人を減らされている。これまでも御人少のところ、いよいよもって大変な事であるが、御為を存じ詰席合いに関わらず向き違いの場所を兼勤したとしても、先格に泥まず存じ付く件は精誠申し達し出精するよう仰せ出された。そのよう心得られるべきである。
一、右の御趣意により別紙の面々来辰年江戸詰御免となった ただし表詰七人を略す

○ Regarding the reforms and frugality measures, as previously announced, by all means a system of controlling expenditures according to income must be established, and all matters are being investigated. Accordingly, regarding Edo affairs, although His Lordship's finances and others are in difficult circumstances, by his will the close attendants and others have been ordered to reduce their numbers. All departments are similarly reducing personnel gradually. Even though we have been short-staffed until now, this makes things even more difficult, but for His Lordship's sake, regardless of regular duty assignments, even if taking on duties in different departments concurrently, without being bound by precedent, matters that come to mind should be reported with sincerity and diligence. This should be understood accordingly.
1. According to the above intention, the persons listed separately will be exempted from Edo duty in the coming tatsu year However, seven front-duty personnel are omitted

○ The Highway Magistrate and road construction rough work will henceforth be discontinued, and concurrent duty with the River Works Magistrate has been ordered. Understanding this, please handle well the distribution from road tax collections and matters regarding road construction and cleaning procedures.

○ Until now, when requests were made for transfer of temple titles and temple院 names, they were granted after examination, but henceforth no transfers whatsoever will be permitted. This should be understood accordingly.
