一天保三辰年
三郡奉行伺之上相触候様御家老中被申聞候趣左之通
〇在々小商之儀先年も被仰出有之候処近来猥ニ相成候趣相聞候以来ハ職免所浦方
往還筋其外之村々ニ而も病身之者或ハ嫁等ニハ農業も不相成渡世之致方無
之者ハ格別其外之者小商御免之願御取揚無之事
一是迄小商御免之者たり共其者一代切ニ而不相成候間急度相止可申候且又近来
料理茶屋体之座敷を建酒肴を売若キ者之遊宿を致候者も有之趣粗
相聞不届之事ニ候以来右体之儀於有之ハ吟味之上急度御咎可被仰付事
右之通り村々庄屋長百姓并五人組頭急度相心得締方厳重取扱可申候若等
閑之儀於有之ハ本人ハ不及申村役人共可為越度事

〇貞照院様御分量金無拠趣ニ付百両増被進御広御用人御趣法掛り被仰付候事
〇謙五郎様御内証金引受取扱佐々木小左衛門へ被仰付当時当番勤方御用捨被成下
加藤又一郎御同所様御側向頭取助被仰付候事

〇御菩提寺中葵御紋附之品私用ニ相用儀并御用たりといふ共夜分御紋
附桃灯為持候儀前々ゟ無用之旨被仰出事ニ候此度諸寺社へ被仰出趣も有之候へハ猶又
心得違無之様急度可被申達候

〇諸寺社之内前々ゟ由緒を以御代々様之内御霊牌致安置且葵御紋附之品致
所持相用候向も有之候ハヽ内ニハ御寄附之品も有之候へ共向後御紋附之品相用儀
一切可為無用御寄附之儀ハ其寺社之什物ニ可致置候若心得違之儀於有之ハ
急度可被及御沙汰候
但格別之由緒有之願達之上神事仏事之節御紋桃灯等御免被成候寺社
ハ猶又役所へ相伺可受指図事
一寺院之内公家へ猶子契約之儀可為無用事
但格別之由緒有之相願候ハヽ吟味次第可被仰付事

現代語訳
一、天保三辰年
三郡奉行が伺いの上で触れるよう家老中が申し聞かせた趣旨は左の通り
○在郷の小商いの件について、先年も仰せ出されたことがあったが、近頃みだりになっている趣が聞こえてくる。今後は職を免じられた所、浦方、往還筋その他の村々においても、病身の者或いは嫁などで農業もできず渡世の手立てが無い者は格別として、その他の者の小商い許可の願いは取り上げないこと
一、これまで小商いを許可された者であっても、その者一代限りでだめなので、きっと止めるべきである。また近頃、料理茶屋体の座敷を建て酒肴を売り、若い者の遊宿をさせる者もある趣がおおよそ聞こえており、不届きなことである。今後右のようなことがあれば、吟味の上きっと咎めを仰せ付けられること
右の通り村々の庄屋・長百姓並びに五人組頭はきっと心得て、締め方を厳重に取り扱うべきである。もし怠慢なことがあれば、本人は申すに及ばず村役人共も越度となること
正月二十日
○貞照院様の御分量金やむを得ない趣につき百両増し進上され、御広御用人御趣法掛りを仰せ付けられたこと
○謙五郎様の御内証金引受取扱いを佐々木小左衛門へ仰せ付けられ、当時の当番勤め方は御用捨され、加藤又一郎が御同所様御側向頭取助を仰せ付けられたこと

○御菩提寺中で葵の御紋付きの品を私用に用いること並びに御用であるといっても夜分に御紋付き提灯を持参すること、前々より無用の旨仰せ出されたことである。この度諸寺社へ仰せ出された趣もあるので、なお心得違いが無いようきっと申し達すべきである

○諸寺社の内、前々より由緒をもって御代々様の内の御霊牌を安置し、且つ葵御紋付きの品を所持し用いている向きもあるが、内には御寄附の品もあるけれども、向後御紋付きの品を用いることは一切無用とし、御寄附の件はその寺社の什物に致し置くべきである。もし心得違いのことがあればきっと御沙汰に及ばれること
但し格別の由緒があり願い出た上で神事仏事の節に御紋提灯等を許可された寺社は、なお役所へ伺いを立てて指図を受けること
一、寺院の内で公家への猶子契約のことは無用とすること
但し格別の由緒があり相願う場合は吟味次第で仰せ付けられること
右の趣を寺社の輩へ申し渡すべきである

1. Tenpō 3, Year of the Dragon
The content that the Senior Councilors conveyed regarding matters to be announced after consultation with the Three-District Magistrates is as follows:
○ Regarding small-scale commerce in rural areas, this was previously announced but recently it has been heard that it has become excessive. Henceforth, in areas where occupations have been suspended, coastal areas, along highways and other villages, those who are ill or wives who cannot engage in agriculture and have no means of livelihood are exceptional cases, but applications for permits for small-scale commerce from other persons shall not be accepted.
1. Even those who have been previously permitted to engage in small-scale commerce must cease, as it is only for one generation and cannot continue. Also recently, some have built restaurant-teahouse style rooms selling sake and food, and providing lodging for young people for pleasure, which has generally come to attention and is improper conduct. Henceforth, if such matters occur, strict punishment shall be ordered after investigation.
As stated above, village headmen, senior farmers, and five-household group leaders in all villages must strictly understand this and handle enforcement severely. If there is any negligence, not only the individual concerned but also the village officials shall be held accountable.

○ Regarding Lady Teishōin's stipend money being unavoidable, one hundred ryō increase has been granted, and she has been appointed to financial management duties for the Grand Chamberlain's office.
○ Sasaki Kozaemon has been appointed to handle Lord Kengoro's private funds, his current regular duty service has been excused, and Katō Mataichirō has been appointed as assistant chief retainer for His Lordship's personal attendants.

○ Regarding the use of items bearing the hollyhock crest for private purposes at ancestral temples, and carrying lanterns with the crest at night even when claiming official business, it has been previously announced that this is forbidden. Since announcements have been made to all temples and shrines this time, they must be strictly informed again to avoid any misunderstandings.
Separate Document
○ Among temples and shrines, some have traditionally enshrined memorial tablets of successive lords based on historical connections and possess and use items with the hollyhock crest. While some may be donated items, henceforth the use of items with the crest shall be entirely forbidden. Regarding donations, they shall be kept as temple/shrine treasures. If there are any misunderstandings, strict official notice shall be given.
However, temples and shrines with special historical connections that have been permitted to use crested lanterns during religious ceremonies after petitioning must still consult with the administrative office for instructions.
1. Adoption contracts with court nobles by temples shall be forbidden.
However, if there are special historical reasons and a petition is made, it may be permitted depending on investigation.
The above points shall be conveyed to temple and shrine personnel.
