〇諸職人并町在之内御用相達候者共桃灯其余葵御紋附之品猥ニ持歩行或ハ店先等
へ指出置候者も有之趣相聞不埒之事ニ候向後御紋附之品相用候儀一切被指留候事
但格別之御用筋ニ而御免被成候儀ハ役所へ相伺可受指図事
一桐御門御上下被下之儀前々ゟ其身一代着用被差免事ニ候弥心得違有之間敷事
右之通急度可被申渡候

右之趣御勘定所向役筋之儀も吟味可有之旨御奉行へ被仰出事
四郡奉行
〇是迄大宗旨改其領々切ニ而人別帳面相認右帳紙墨筆等領々ニ而相
求候仕来之由相聞候得共以来ハ帳紙墨筆等向々役所ゟ受取郡中ゟ
取立候銀子之儀ハ大庄屋共ゟ其役所々々江相納候儘ニ而致上納候様可被取

〇石場畑方役所以来被相止右畑方ニ而南居領へ詰込仕置筋之儀ハ是
迄之通町役所支配ニ而収納方御代官取扱ニ被仰付候

〇御趣意有之十四領御代官所致復古銘々御代官手前役所ニ被仰付候右ニ付而ハ尚更
下代共へ不打任厚致心配厳重締方出来候様可取扱候村々ゟ取立候米銀下代共

但下代共致日勤御用多之節ハ握飯可致持参候御代官共方ニ而ハ茶計差出

支配頭 御領所共
○諸職人並びに町在の内で御用を申し伝えられる者たちが、提灯その他葵の御紋付きの品をみだりに持ち歩き、或いは店先等へ出し置く者もある趣が聞こえており、不埒なことである。今後御紋付きの品を用いることは一切禁止する。
但し格別の御用筋で許可されることは役所へ伺いを立てて指図を受けること
一、桐御門の御上下を下賜されることは前々よりその身一代の着用が許可されることである。いよいよ心得違いがあってはならないこと
右の通りきっと申し渡すべきである
二月二十五日 府中へも
右の趣旨について御勘定所向きの役筋のことも吟味すべき旨を御奉行へ仰せ出されたこと
四郡奉行
○これまで大宗旨改めはそれぞれの領限りで人別帳面を作成し、右の帳面の紙・墨・筆等を領々で調達する仕来りであると聞いているが、今後は帳面の紙・墨・筆等は各々の役所より受け取り、郡中より取り立てる銀子については大庄屋共よりその役所々々へ納めるそのままで上納するよう取り計らうべきである
三月十一日

○石場畑方役所は今後廃止され、右畑方で南居領へ詰め込み仕置きの件は、これまでの通り町役所支配で収納方を御代官取扱いに仰せ付けられる
三月二十日
但し右同趣旨を町奉行へも心得のため仰せ出されたこと
御奉行
○御趣意があり十四領の御代官所を復古させ、それぞれの御代官手前の役所に仰せ付けられた。右につけてはなおさら下代共へ任せきりにせず、厚く心配りし厳重な締め方ができるよう取り扱うべきである。村々より取り立てる米銀を下代共の方に置かず、それぞれ早速上納すべきこと
但し下代共が日勤し御用が多い節は握り飯を持参すべきである。御代官共の方では茶だけ出すべきこと
一、御用紙その他諸々の紛失についてはなお吟味の上申し達すべきこと

Administrative Head All Domain Territories
○ Various craftsmen and those in towns and countryside who carry out official business have been heard to carelessly carry around lanterns and other items bearing the hollyhock crest, or display them at shop fronts, which is improper conduct. Henceforth, the use of items bearing the crest is entirely prohibited.
However, for special official business that is permitted, one must consult with the administrative office and receive instructions.
1. Regarding the bestowal of court dress with the paulownia crest, it has been traditionally permitted for lifetime wear by the individual. There must be absolutely no misunderstanding about this.
The above shall be strictly announced.
2nd month, 25th day Also to Fuchū
Regarding the above matter, it has been announced to the Magistrate that administrative positions in the Finance Office should also be examined.
Four-District Magistrate
○ Until now, the great religious census has been conducted within each domain's limits, with population registers prepared and the paper, ink, and brushes for these registers procured within each domain according to custom. However, henceforth, register paper, ink, and brushes shall be received from respective administrative offices, and regarding silver collected from districts, it shall be submitted directly from the head village officials to their respective offices for remittance.

Magistrate
○ The Ishiba Agricultural Office shall henceforth be abolished. Regarding the assignment and administration matters for the Nankyo domain through this agricultural office, it shall continue as before under town office supervision with collection matters handled by the Deputy Administrator.

However, the same directive has been issued to the Town Magistrate for their information.
Magistrate
○ By special directive, the fourteen domain deputy administrator offices have been restored to their original form, with each appointed to their respective deputy administrator's local office. In connection with this, they must not leave everything to their subordinates but take greater care and handle enforcement more strictly. Rice and silver collected from villages must not be kept with subordinates but promptly submitted respectively.
However, when subordinates are on daily duty and official business is heavy, they should bring rice balls. The deputy administrators should only provide tea.
1. Regarding official paper and other various losses, further investigation and reporting shall be conducted.
