○荒子取人之儀於向々勘弁可有之候へ共従来之形合ニ泥ミ省略行届兼候向も相聞候
　此度御改革之折柄ニ候へハ篤致勘弁是迄之振合ニ不拘省略取計可申事ニ候
一是迄無拠御入用筋ハ都而御内御用と名目を以取計来候へ共向後右名目
　被相止候間無拠儀も有之節ハ其訳申達趣意書付可被取計候　　　〆
○御腰物方御定金一ケ年銀三貫七百八拾匁之分御趣意有之被相止候 且又新規御拵
　并御修覆物等精誠致勘弁成丈御有合物を以御用弁出来可申事無拠御
　買上等品有之候ハヽ吟味方厚取調衆評を以相定聊御不益無之様取計可

事である。
○荒子取人の儀について各部署で勘弁があるべきだが、従来の形式に拘泥し省略が行き届かない部署も聞いている。この度の御改革の折であるから、厚く勘弁を行い、これまでの慣例に関わらず省略の取り計らいを申すことである。
一、これまでやむを得ない御入用筋はすべて「御内御用」という名目で取り計らってきたが、今後右の名目は相止められたので、やむを得ない儀がある節は、その訳を申し達し趣意書付で取り計らうべきである。　　　〆
○御腰物方の御定金一ヶ年銀三貫七百八十匁の分は、御趣意があり相止められた。且つ又新規の御拵え並びに御修覆物等は、精誠に勘弁を行い、なるべく御有合物を以て御用弁が出来るよう申すことである。やむを得ず御買上等の品があれば、吟味方が厚く取り調べ、衆評を以て相定め、些かも御不益のないよう取り計らうべき事である。
右の趣を御腰物奉行が存じ、厚く申し聞かせるべきである。

○荒子共の勤め方の儀について困窮の趣が聞こえるが、大勢のことであるから心得違いの者がいて等閑の勤め方も聞いている。今後出精して相勤めるべきで、自然心得違いの者があれば、急度御沙汰に及ぶべきである。
右の趣を荒子頭へ申し渡すべきである。

○これまで過料銀不足の節は御金方から受け取り払い方にしてきたが、今後過料銀からの払い方の分は多葉粉運上銀の内を以て取り計らうべきである。且つ又過料銀取り立てがある節は御貯方への上納があること。

○従来御勝手向御難渋につき、近年別して増御借米を仰せ付けられ、御家中難渋の趣を御気の毒に思し召される。今般御代替につき御借米御免も成し度い御年柄であるが、追々やむを得ない御物入が差し迫っているため、その儀は御心底に任せられない。且つ又倹約の儀も前々から度々仰せ付けられたが相弛んでいる。当時は上にも格別の思し召しで綿服を御用遊ばされることであるから、銘々分限相応に家内衣服に至るまで心を付け、万端奢侈間敷儀のないよう倹約を相用い取り続くよう仰せ付けられる。

○Regarding the matter of hired laborers (arako), each department should exercise discretion, but it is heard that some departments, clinging to conventional practices, have been unable to implement adequate economies. Since this is the occasion of the current reforms, [you] should exercise thorough discretion and implement economizing measures regardless of past practices.
1. Until now, all unavoidable official expenses have been handled under the designation "private official business," but henceforth this designation will be discontinued, so when unavoidable matters arise, the reasons should be reported and handled through written statements of purpose.　　　〆
○The annual allocation of 3,780 monme of silver for the sword office has been discontinued due to official policy. Moreover, for new fittings and repair items, sincere discretion should be exercised, and official business should be conducted using existing items as much as possible. If unavoidable purchases are necessary, the inspection office should thoroughly investigate and decide through collective consultation, ensuring no loss to the domain.
The sword magistrate should understand the above and thoroughly convey it.

○Regarding the service of hired laborers, although their hardship is acknowledged, since they are numerous, there are those with wrong attitudes and negligent service is also heard of. Henceforth [they] should serve diligently, and if there are naturally those with wrong attitudes, strict official action will be taken.
The above should be conveyed to the heads of hired laborers.

○Until now, when fine silver was insufficient, [the shortfall] was received from the finance office for payments, but henceforth payments from fine silver will be handled using tobacco tax silver. Moreover, when fine silver is collected, it should be submitted to the reserve fund.

○Due to long-standing financial difficulties, in recent years particularly increased rice loans have been granted, and the hardships of the retainers are viewed with sympathy. On the occasion of the current succession, it would be desirable to forgive the rice loans, but since unavoidable expenses continue to mount, this cannot be left to [the lord's] personal inclination. Moreover, regarding frugality, although [orders] have been repeatedly issued previously, [practice] has become lax. Currently, [the lord] above also, with special consideration, uses cotton clothing for official purposes, so each [retainer] according to their status should pay attention even to household clothing, ensure no extravagance in all matters, and continue practicing frugality as ordered.
