○各支配下小前之者共去秋凶作ニ而米穀高直難渋至極ニ付御救籾被下置
候様相願候仍之天明之度被下候当りを以籾千百五拾俵為御救被下置候
但割方之儀ハ於四郡出来可申事

昨年之通新酒元造御免被成候間其段可申渡旨被申聞候

○鮎川浦漁師人共格別奇特之趣有之ニ付大丹生浦漁師白浜人共之振
合を以肴庄屋壱人被仰付来未節句ゟ年々三百匁ツヽ為冥加銀御代官所へ上納

但本村親方并漁師人共規定締方等於郡方宜取計事

隠造仕候処向後御指留ニ相成其後右酒者其儘御取揚ニ相成追而銀子

○各支配下の小前の者共が去る秋の凶作により米穀が高値となり困窮極まっているため、救済用の籾を下されるよう願い出た。よって天明の度に下された例に倣い、籾千百五十俵を救済として下し置く。
但し配分については四郡において取り決めること

三郡奉行
○支配下の酒造業者共が昨年来の米穀高値により製造停止を命じられたが、その後願い出により二歩通り（二割）の製造を許可された。しかし初秋までに古酒を売り切ってしまい商売ができなくなり困窮極まっている。これにつき新酒の元造りの赦免を願う書面を提出し、その旨を家老中へ報告したところ、昨年の通り新酒元造りを許可するとの指示があった。
十月五日

○鮎川浦の漁師人共が格別に優れた働きをしたため、大丹生浦の漁師白浜人共の例に倣い、肴庄屋一人を任命し、来る未の節句から年々三百匁ずつを冥加銀として代官所へ上納すること
但し本村の親方並びに漁師人共の規定締方等については郡方において適切に取り計らうこと
十月十六日
下領郡奉行
○松岡の石田屋二兵衛、綿屋弥次右衛門、河合鷲塚村の権兵衛という者共は新酒造の業者であるが、昨年の酒造停止により困窮極まっているため、これまで通りの酒造許可を願い出て承認された件

三郡奉行
○支配下の別紙記載の者共は新酒造業者であるが、昨年停止となった後、百日限りの取り酒売りを許可され、古い株の懇意な者の方へ卸し酒をするよう頼んだが、元来二歩造りのことでもあり払底で思うように卸してもらえないため、やむを得ず少量の隠造をしたが、今後は停止となり、その後右の酒はそのまま没収となり、追って銀子

○The small farmers under various jurisdictions petitioned for relief rice seedlings to be provided due to extreme hardship from high grain prices caused by last autumn's crop failure. Therefore, following the precedent set during the Tenmei era, 1,150 bales of rice seedlings are to be provided as relief.
However, the distribution shall be determined by the Four Districts

To the Three-District Magistrate
○Sake brewers under jurisdiction had their brewing suspended due to high grain prices since last year, but after petitioning, they were permitted to brew at two-bu rate (20%). However, they sold out their old sake by early autumn and became unable to conduct business, falling into extreme hardship. Regarding this, they submitted a petition requesting forgiveness for new sake brewing, and when this matter was reported to the Senior Councilors, permission was granted for new sake brewing as in the previous year.
October 5th
To the Nakaryō District Magistrate
○Since the fishermen of Ayukawa Bay have shown exceptionally meritorious service, following the example of the fishermen of Ōniu Bay and Shirahama, one fish headman is to be appointed, and from the coming Year of the Sheep festival, 300 monme of silver is to be paid annually to the Deputy's office as tribute silver.
However, regulations and controls for the head fishermen of the main village and other fishermen shall be properly handled by the district office
October 16th
To the Shimoryō District Magistrate
○Ishidaya Nihei of Matsuoka, Wataya Yajirōemon, and Gonbei of Kawai Washizuka Village are new sake brewers who fell into extreme hardship due to last year's brewing suspension, and their petition to be permitted brewing as before has been approved.

To the Three-District Magistrate
○Those listed separately under jurisdiction are new sake brewers, but after being suspended last year, they were permitted limited sake sales for 100 days and requested to provide wholesale sake to established, trusted parties. However, since this was originally two-bu brewing, supplies were insufficient and adequate wholesale was not possible, so they unavoidably engaged in small-scale illegal brewing. Going forward, this will be prohibited, and subsequently the said sake will be confiscated as is, and later silver [payment/fine]
