焼死人等も有之仕儀ニも及ひ或は
産業を失ひ零落離散いたし候類も
不少諸人之難儀ニ至り候段は尤
可憐事ニ候夫而已ならす総而山林ニ
生し候材木并造出し候器財諸品共
其限有之処度々之出火ニ焼失いたし
終ニは品払底ニ相成国中之費何程歟
難計其外諸色高直ニ相成候基
不容易事ニ候依之此度猶又厚ク
御世話有之町々え触渡ス間文政十三
寅年申渡置候掟書之趣厚相守
可申旨得と可申諭候

現代語訳

焼死者なども発生する事態に及び、あるいは生業を失って没落し離散する者たちも少なくなく、多くの人々の困窮に至ることは、まことに哀れなことです。それだけでなく、一般的に山林に生育する材木並びに製造される器具・財貨・諸品などは、その量に限りがあるところ、度重なる出火によって焼失し、ついには品物が底をついて国中の費用がどれほどになるか計り知れず、その他諸々の物価が高騰する原因となることは、容易ならざることです。これにより、この度改めて手厚く世話をし、町々へ触れ渡すので、文政十三寅年に申し渡しておいた掟書の趣旨を厚く守るべき旨を、よく申し聞かせなさい。

...deaths by fire may occur, and there are not few cases where people lose their livelihoods and fall into destitution and dispersal, leading to the hardship of many people—truly a pitiful situation. Moreover, the timber that grows in forests and the various manufactured goods, utensils, and products have limited quantities, yet they are repeatedly destroyed by fires, ultimately leading to shortages and incalculable expenses for the entire province. This also becomes the cause of rising prices for all commodities, which is no trivial matter. Therefore, once again we shall provide thorough guidance and issue notices to all town districts. The provisions of the regulatory code issued in the thirteenth year of Bunsei (1830), year of the Tiger, must be strictly observed, and this message should be thoroughly communicated to all.
