　右は乾き軽キ折柄建込之場所
　水之手弁利不宜故之儀ニ而仮令
　何程焼広がり候迚弐三町ニは過キ
　不申候処可恐は烈風之砌ニ付
　右守り方之儀以来市中店々之もの
　五人三人程ツヽ組合相立冬春之際
　右組合相互ニ心付烈風吹出候得は
　奉行所より日本橋を境南之方は
　通壱丁目北之方は室町壱丁目

現代語訳

右は乾いて軽い時期で、建て込んだ場所で水の手の便利が良くない故のことで、仮にどれほど焼け広がったとしても二、三町には過ぎないところであるが、恐るべきは烈風の時のことである。右の守り方の件について、以後市中の店々の者を五人三人ほどずつ組合を相立て、冬春の際に右の組合が相互に心を付け、烈風が吹き出したならば、奉行所より日本橋を境として南の方は通一丁目、北の方は室町一丁目の自然番屋へ組同心を差し遣わし、火の元の守り方に心を付けるための拍子木を打たせ、追々と打ち継がせる

英語訳

This was during a dry and light season, in densely built areas where water access was poor, so even if a fire spread considerably, it would not exceed two or three chō. However, what is truly fearsome is during times of fierce wind. Regarding these fire prevention measures, henceforth the shopkeepers in the city will form groups of about three to five people each, and during winter and spring these groups will watch out for each other. When fierce winds begin to blow, the magistrate's office will dispatch group dōshin from the natural guardhouses - south of Nihonbashi bridge to Tōri 1-chōme, and north to Muromachi 1-chōme - to beat the hyōshigi (wooden clappers) as an alert for fire prevention vigilance, continuing the relay of signals.
