Given the aforementioned circumstances, detailed investigations cannot be completed immediately, but I hereby submit this second preliminary report.

Regarding my domain in Shinshū Matsushiro, as previously reported on the 26th, the great earthquake caused Mount Kokūzō in Yamahirabayashi Village to collapse and dam up the Sai River. The first reservoir began overflowing a day or two ago, and while the second reservoir at Anyū Village still had more than two jō of clearance to the water surface, it appears that the reservoir suddenly burst.
