昨日十三日夕方七時過ぎ、右の山の方が大きく鳴動し、引き続き瀬鳴りの音が高く聞こえ、不審に思っているうちに、激流が一時に犀川へ押し出し、たちまち北の方の小市村前で堤防が押し切られ、南の方では小松原の土堤を乗り越え、防ぐ方法も届かず、川方役人たちより次々と注進してきたところ、間もなく川中島一円に水が押し出し千曲川へ流れ込み、また川下落合の方やその外からも居城の際まで水が多く差し上がり、夕方から夜半前までに千曲川の平水より二丈ほど増水し、川中島はもちろん川東・川北一円が水中となり、瀬筋が立ったような箇所が数カ所見え、俵物や泥に覆われたのはもちろん、押し掘られた箇所も夥しくあることでしょう。

しかし見極めは難く、夜半を過ぎてようやく水位も定まったようになり、暁に及んで次第に引き水に見えます。兼ねてより村方の者どもに水防の手当てを申し付けておりましたが、日頃以前からの俄かな変災のことですので、迅速に人々が水害に遭い、流家はもちろん溺死も数多くあるのではないかと心痛いたします。湛水場の破損状況の見分を早速差し出しましたが、城下よりかなり隔たっているため、まだ引き取っておりません。なお委細の件は水が引き次第取り調べて申し上げますが、先ずこの段御届け申し上げます。

Yesterday on the 13th, past seven o'clock in the evening, the aforementioned mountain area began rumbling loudly, followed by the high sound of rushing water. While we were wondering about this suspicious occurrence, torrential water suddenly burst into the Sai River. In an instant, the embankment at Koichi Village to the north was broken through, and to the south the water overflowed the earthen embankment at Komatsubara. Our flood prevention measures could not cope, and as river officials sent successive urgent reports, the water soon burst across the entire Kawanakajima area and flowed into the Chikuma River. Additionally, water from the downstream Ochiai area and elsewhere rose high up to the vicinity of the residential castle. From evening until before midnight, the Chikuma River rose about two jō above normal water level, and not only Kawanakajima but the entire eastern and northern river areas were submerged underwater. Several locations appeared to have formed new stream channels, and there must be extensive areas covered with rice bales and mud, as well as numerous places that were scoured out.

However, it is difficult to assess the full extent. After midnight passed, the water level finally seemed to stabilize, and by dawn it gradually appeared to be receding. Although I had previously ordered village residents to prepare flood prevention measures, this was a sudden disaster following recent events, so I fear that many people quickly fell victim to the flood, with numerous houses swept away and many drownings. I immediately dispatched inspectors to assess the damage to the reservoir, but since it is quite distant from the castle town, they have not yet returned. I will investigate the details once the water recedes and report them, but I hereby submit this preliminary report.
