現代語訳
祈祷をするべきです。放火の件は異常に甚だしく、申し尽くすことはできません《中略》
先例として神社での御祈祷などがあるでしょうか。十日間ほど過ぎてから行われるべきです。
【朱書】「天文後奏」
三日甲寅、蔵人弁の経成が昨夜語ったことには、「天文の奏上を進言した。その
御慎みは軽くないので、御祈祷があるべきです。地震御祭などを」ということであった。
十日辛酉、今日改元が決まったということである《中略》
【朱書】《「連年の災いにより改元」》
詔書の趣旨は、「長暦以後連年凶災があり、天下が不穏である。
そのため天下に徳を施し、年号を改めるべきである。また軽い犯罪者等は例により
恩赦すべきである」というものであった。

On the 10th day, kanoto-tori, it was announced that the era name change was decided today《omitted》

The edict stated: "Since Chōryaku, there have been successive years of calamities and the realm has been unstable.
Therefore, virtue should be bestowed upon the realm and the era name should be changed. Also, those guilty of minor crimes should be
pardoned according to precedent."
